PROJECT OVERVIEW

The purpose of the USAID NextGen Ugavi Bora, Afya Bora activity is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. USAID NextGen Ugavi Bora, Afya Bora activity must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.

JOB SUMMARY

The Analytics Advisor will support the USAID NextGen Ugavi Bora, Afya Bora activity by delivering high-quality data analytics and visualization to inform evidence-based decision-making across the health supply chain and pharmaceutical sectors. Reporting to the Data & Analytics Team Lead, the Advisor will lead advanced analytics efforts, guide data-driven strategic planning, and strengthen the use of routine and non-routine data for operational improvements. The Analytics Advisor will work closely with project staff, government counterparts, and other stakeholders to promote a culture of data use for continuous system performance improvement.

This is a full time position with an initial contract through September 2025 and the possibility of a one-year extension subject to continued funding.

KEY RESPONSIBILITIES

  • Lead the design, development, and implementation of analytics solutions that support supply chain and pharmaceutical services performance monitoring and improvement.

  • Analyze large datasets from national and project-specific health information systems (e.g., eLMIS, DHIS2) to identify trends, risks, and opportunities.

  • Develop dashboards, reports, and data visualizations that translate complex datasets into actionable insights for program managers, government partners, and USAID.

  • Collaborate with the HIS Machine Learning Specialist to integrate AI/ML outputs into broader analytics frameworks and decision-support tools.

  • Support government stakeholders in institutionalizing data analytics capabilities, including mentorship, training, and co-creation of tools and methodologies.

  • Advise on key performance indicators (KPIs), monitoring frameworks, and performance improvement strategies.

  • Ensure data quality through routine data verification, validation, and cleaning processes.

  • Contribute to the design and execution of learning agendas, operations research, and evaluations.

  • Promote a culture of data use and continuous learning within project teams and among local partners.

  • Ensure compliance with USAID and MoH data management policies and data security standards.

  • Provide inputs into project reports, success stories, and learning materials related to analytics work.

Qualifications

  • Degree in Public Health, Data Science, Computer Science, Statistics, Health Informatics, Information Systems, or a related field.

  • Minimum of 2 years of progressively responsible experience in health analytics, data management, or health information systems

  • Strong skills in statistical analysis, data visualization, and business intelligence tools (e.g., Power BI, Tableau, Looker, or similar platforms).

  • Advanced proficiency in SQL, Excel, and at least one data analysis programming language (e.g., Python, R).

  • Familiarity with health information systems relevant to public health supply chains, such as DHIS2, eLMIS, or OpenLMIS.

  • Experience working with government health institutions, especially in low- and middle-income countries.

  • Strong skills in translating analytical findings into practical recommendations for operational improvements.

  • Excellent interpersonal, writing, and presentation skills, with the ability to communicate technical information to non-technical audiences.

  • Previous work experience with USAID-funded projects or similar donor-funded initiatives is desirable.

  • Experience working with the Government of Tanzania and other NGOs preferred.

  • Proficiency with Jira or similar project tracking tools for issue management and follow-up.

Strong knowledge of health supply chain data systems, analytics, and interoperability standards.

Familiarity with digital health ecosystems, health informatics, and innovation management.

Excellent skills in stakeholder engagement, facilitation, and partnership building.

Strong communication, writing, and presentation skills in English; proficiency in Kiswahili preferred.
