    Specific responsibilities for the Evaluation Specialist:

    • In close consultation with the Evaluation Manager, the Evaluation Specialist will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing.
    • More specifically: Inception phase of the Evaluation, including: preliminary desk review and introductory interviews with project staff; contribute to drafting the reconstructed Theory of Change of the project, considering the context of the project country;
    • contribute to preparing the evaluation framework;
    • contribute to developing the desk review and interview protocols;
    • contribute to drafting the survey protocols, considering the context of the project country (if relevant);
    • participate in developing and presenting criteria for country and/or site selection for the evaluation mission; plan the field visit schedule, and; contribute to the preparation of the Inception Report, incorporating comments until approved by the Evaluation Manager.
    • Data collection and analysis phase of the Evaluation, including: conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    • conduct an evaluation mission(s) to selected project sites, interview project partners and stakeholders in person, including a good representation of local communities. Ensure independence of the Evaluation and the confidentiality of evaluation interviews, and; regularly report back to the Principal Evaluator on progress and inform of any possible problems or issues encountered.

    Qualifications/special skills

    • A first level university degree (Bachelor's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required. An advanced degree (Master's degree or equivalent) in the same areas is desirable.
    • The years of experience is reduced by 2 for candidates who possess a master's degree in the related field. A minimum of four (4) years of experience of technical / evaluation experience preferably including evaluating large, regional or global programmes, collecting data (field visits, interviews, focus group discussions, etc. and using a Theory of Change approach is required.
    • A good/broad understanding of conservation of local/traditional ileus, conservation and sustainable development and management, Small Islands Developing States (SIDS) is desirable. Knowledge of the UN system and specifically the work of UNEP is desirable.
    • Previous working experience in Socotra and Yemen is desirable.
    • The consultant must be locally based in Yemen.
