Overview

Since 2018 Jhpiego Tanzania has worked very closely through multiple donors funded programs-GAVI, UNICEF and USAID to support implementation of routine immunization services for under five children, adolescent girls with HPV Vaccination and above 18 with COVID 19 vaccination services. Jhpiego pioneered implementation of HPV integrated services as a feasible, acceptable and sustainable model. Integrating the HPV-Plus strategy into schools is a promising strategy for expanding access to HPV vaccine and other adolescent health services. HPV vaccination uptake was high in supported regions offering HPV-Plus, both during demonstration and scale-up periods

 

From this background, Jhpiego with GAVI funding in partnership with Global  Immunization Vaccine Access Centre (IVAC) , Ministry of Health (MOH) Tanzania, President Office Regional Authority and Local Government  (PORALG) and Muhimbili University College of Health Science (MUHAS) from Tanzania will support conducting implementation research in 2024-2025 funding period  to assess integration of HPV vaccination with other adolescent services for out of school girls in Karatu /Arusha and Mbarali District Councils/Mbeya  and observe if they can improve HPV coverage sustainably and contribute to additional adolescent health outcomes.

 

The Jhpiego-led consortium includes IVAC and Muhimbili University of Health and Allied Sciences (MUHAS) in Tanzania. MUHAS, organizations that bring strong research and consultancy capacity. This study is affiliated with similar work being proposed in Nigeria and Cote d’Ivoire (pending award).

In partnership, MUHAS will take leadership at the ground level in supporting the MOH/ through Immunization Vaccine Programme in conducting a mixed methods study aiming to review whether the integration of HPV vaccination with other adolescent services across different delivery platforms in Tanzania can improve HPV coverage sustainably and contribute to additional adolescent health outcomes by describing the impact of locally designed integrated service packages. The study will secondarily address whether integrated outreach approaches can help to reach marginalized/hard-to-reach put of school girls with HPV vaccination and other priority adolescent health services.

Responsibilities

  • To effectively manage a portfolio of grants and provide support to MUHAS team in order to facilitate the delivery of quality projects on time and on budget aligning with FAA and Cost Reimbursement awards
  • Implement transparent and effective grants management processes with MUHAS team
  • Work with the Finance Manager and Project Director and coordinate subgrant awardee -MUHAS milestone-based implementation
  • Collect and maintain complete documentation of submission/transmittal of reports that are specific to grants under FAA and Cost Reimbursement awards
  • Facilitate payment of grantee/MUHAS based on the accomplishment of specific milestone
  • In coordination with the project team maintain and update the sub award tracking system on monthly basis, including invoices and technical reports, in accordance to sub grants documents.
  • In coordination with the finance manager and technical team, conduct a timely review and verification of deliverables submitted by MUHAS including budget analysis and review.
  • Provide technical assistance to staff and grantees on administrative policies and procedures for grants management and recommend appropriate approaches to mitigate the risks identified
  • Review monthly reports against the milestones where MUHAS submits requests for reimbursements, liquidations, financial status, monitoring and evaluation of data and a narrative report on progress.
  • Monitor performance of subgrantee/MUHAS including expenditure analysis and progress on targets, and coordinate with the finance and technical teams for mitigation strategies.
  • Ensure systems and tools are in place to enable successful monitoring of the action at contractual and programmatic levels.
  • Oversee accuracy, presentation and timeliness of MUHAS programmatic and financial reports, ensuring reconciliation of the Jhpiego accounts system respectively.
  • Build capacity of MUHAS in the areas of grants management and compliance to the donor’s and organizational policies as needed
  • Organize and maintain all project documents and files related to grant process and grantee activities.

Required Qualifications

  • Bachelor’s degree in finance, Economics, project management
  • Professional training related to grants management is an added advantage
  • Minimum of 5 to 6 years of post-qualification experience in grants management position in a reputable NGO or development agency.
  • Program management skills
  • Communication and interpersonal skills – Strong written and oral communication skills.
  • Excellent interpersonal skills and ability to deal with staff at all levels
  • Tax Knowledge – In depth knowledge of Tanzania income tax regulations
  • Understanding of USAID rules and regulations
  • Supervisory skills- Ability to Mentor and train other Finance staff
  • Knowledge of the Microsoft office suite
  • Knowledge of sub awards and mandatory award requirements
