Under the guidance of the Supervisor, the Technical Senior Advisor (Specialist in Green and Blue Growth/Economy) will be responsible for the following duties:
- Specialized Technical Advice in Green and Blue Growth:
- Provide expert technical advice and support to the mission hubs on integrating green and blue growth principles and practices into their respective portfolios related to the triple planetary crisis, quality healthcare, and just digital transformation.
- Stay abreast of the latest developments, research, and best practices in green and blue growth, and advise the mission hubs on their application.
- Knowledge Management and Case Study Production (Focus for 2025):
- Support the UNOPS KM team on the identification, development, and documentation of internal case studies that analyze successful and less successful interventions related to green and blue growth within the mission hubs' areas of focus.
- Analyze these case studies to identify what works well, what doesn't, what could be replicated in other contexts, and what the key gaps are.
- Foresight and Opportunity Identification (Focus for 2025):
- Conduct foresight analysis to identify emerging trends, challenges, and opportunities related to green and blue growth within the specific contexts of the mission hubs.
- Analyze the policy landscape, technological advancements, and societal shifts to anticipate future demands and needs in these areas.
- Ideation and Scaling Up Approaches (Focus for 2025):
- Facilitate ideation workshops and discussions with mission hub staff and partners to develop innovative approaches and solutions for leveraging opportunities in green and blue growth.
- Explore strategies for how UNOPS could scale up its support to countries in these areas to effectively respond to demand.
- Cross-Hub Collaboration and Knowledge Sharing:
- Foster collaboration and knowledge sharing on green and blue growth initiatives across the three designated mission hubs.
- Organize and facilitate peer learning events and knowledge exchange platforms.
- Partnership Engagement:
- Provide technical input to the regions in engaging with partners on green and blue growth initiatives.
- Identify potential new partners and opportunities for collaboration in this thematic area.
- Reporting and Documentation:
- Prepare high-quality technical reports, case studies, briefing notes, and other products as required.
- Contribute to the preparation of progress reports on the foresight and ideation activities of the mission hubs.

- Undertake other relevant tasks as assigned by the Supervisor.

- The wok of the Technical Senior Advisor (Specialist in Green and Blue Growth) will directly contribute to:
- Enhanced understanding of effective and less effective approaches in green and blue growth within the contexts of the triple planetary crisis, quality healthcare, and just digital transformation.
- Increased availability of high-quality case studies and knowledge products to inform UNOPS' work and that of its partners.
- Improved strategic foresight capacity within the mission hubs to anticipate future opportunities and challenges.
- Identification of innovative approaches and strategies for scaling up UNOPS' support in green and blue growth.
- Strengthened collaboration and knowledge sharing across relevant mission hubs
- This position is a temporary assignment for an initial period of 6 months, with the possibility of extension for an additional 6 months. Please note that the assignment will not lead to further employment beyond the maximum duration of 12 months.

Education:
- Advanced university degree (Master's degree or equivalent) in a relevant field such as environmental science, sustainable development, natural resource management, economics with a focus on sustainability, or a related discipline with a strong emphasis on green and blue growth
Experience:
- A minimum of over 7 years of progressively responsible experience in providing technical advisory services related to the ‘green and blue economy’.
- Demonstrated experience in developing and analyzing case studies, and extracting lessons learned.
- Experience in conducting foresight analysis and identifying emerging trends and opportunities in sustainable development.
- Experience in facilitating ideation workshops and developing innovative solutions.
- Experience working on issues related to the triple planetary crisis, quality healthcare, and/or just digital transformation is highly desirable.
- Experience working with the United Nations or other international organizations is desirable.
- Experience in knowledge management and partnership development is an asset.
- Experience working in diverse cultural contexts and with multidisciplinary teams.

Key responsibilities include:
- Deliver high-level technical advisory services and rigorous peer review for complex urban development programmes, ensuring the systematic integration of climate resilience, human mobility, informality, and gender-responsive approaches across multiple geographies, particularly in Asia.
- Provide cross-sectoral expertise to enhance programme coherence, local ownership, and long-term sustainability.
- Lead the end-to-end development of flagship knowledge products and policy guidance materials, including thematic policy briefs, urban diagnostics, regional programme strategies, and climate-sensitive city action plans.
- Collaborate with regional teams, technical experts, and partners to ensure outputs are data-driven, contextually relevant, and strategically aligned with global urban agendas (e.g., SDGs, Paris Agreement, Global Compacts).
- Define and refine Cities Alliance’s strategic approach to climate adaptation, migration, and urban resilience, offering thought support to position the organization as a trusted convener and policy influencer.
- Design and oversee the implementation of robust impact monitoring frameworks that integrate climate adaptation and mitigation indicators, gender-responsive metrics, and resilience-building benchmarks.
- Ensure alignment with donor reporting requirements and promote the use of evidence in adaptive management and investment prioritization, particularly in informal and underserved urban areas.
- Conceptualize, facilitate, and moderate high-level regional and international peer learning exchanges, technical dialogues, and policy workshops on inclusive urban resilience.
- Curate content, identify strategic partners and speakers, and guide outcomes toward actionable recommendations.
- Promote cross-country learning on issues such as climate-smart infrastructure, local governance, gender mainstreaming, and migration-sensitive urban planning.
- Formulation of strategic fundraising initiatives and partnership-building efforts, with a focus on mobilizing resources for climate-responsive urban development and migration governance.
- Develop high-quality concept notes, funding proposals, and donor engagement strategies in collaboration with cross-functional teams and external partners.
- Ensure the integration of gender and climate considerations as cross-cutting pillars in all programmatic interventions, policy tools, and city-level initiatives.
- Provide technical oversight and capacity-building support to internal teams and local stakeholders to institutionalize inclusive and climate-responsive planning processes.
- Steer the quality assurance and strategic alignment of programme deliverables, applying peer review protocols, providing actionable feedback, and ensuring technical soundness, policy relevance, and value addition to local and regional stakeholders.
Monitoring and Progress Control :
- The performance will be assessed based on the below points :
- Timely delivery of high-quality outputs incorporating climate, urban planning, migration, and gender dimensions.
- Contributions to Cities Alliance’s programmatic and policy positioning on inclusive, climate-resilient, and sustainable urban development.
- Effective support for events, sessions and dialogues.
- Strengthened capacity across Cities Alliance teams and partners to integrate climate, migration, and gender dimensions into urban planning and implementation.
- Perform other related duties as assigned.
Education
- An Advanced university degree (Master`s degree or equivalent) preferably in urban planning and governance, environmental and development studies, economics, law, demography, or relevant urban, political and development studies is required.
- A first level university degree (Bachelor degree or equivalent) in the related fields with an additional two (2) years of experience may be accepted in lieu of the advanced degree.
Experience
- A minimum of 10 years of work experience on migration issues, inclusive, climate-resilient or sustainable urban development in the context of low-income countries is required.
- Experience in research and policy work on migration, sustainable and inclusive urban development in low-income countries is an asset.
- Proven experience of applied international development assignments as well as outstanding analytical and advisory work documented through publications is required.
- Previous held experience working in countries in Asia is required.
