About DREAMS Tanzania Program
Launched in January 2024, the DREAMS TZ initiative aims to strengthen market opportunities in Katavi and Tabora regions with integrated gender equality and social inclusion (GESI). In partnership with Village Enterprise and Dignity Kwanza, the program targets naturalized Tanzanians and host communities living in poverty, providing financial literacy, entrepreneurship training, start-up grants, and mentorship.

Baseline Survey Approach and Methodology
The study will adopt a mixed-methods approach, employing both qualitative and quantitative techniques. Sampling will involve stratification (value chains like poultry and maize) and random selection. The consultant will benchmark log frame indicators, enabling DREAMS to assess program impact.
Scope of Work:
- Literature review of program documents.
- Designing, testing, and implementing survey tools.
- Data collection, analysis, and reporting with practical recommendations.
- Results dissemination and resource budgeting.
Timeline:
Activities range from proposal submission (Nov 26 – Dec 9, 2024) to final report delivery by Jan 31, 2025.

- Inception report, draft, and final baseline survey reports.
- Cleaned data in Excel/SPSS formats, raw data, and presentations.
