The Tanzania SDG Acceleration Fund (Fund) is a country-level pooled funding mechanism established to support the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the United Republic of Tanzania for 2022-2027.

The UNSDCF for Tanzania aims to advance Agenda 2030 and national priorities across four interlinked and mutually reinforcing strategic priority areas: 1) People, 2) Prosperity, 3) Planet, and 4) Enabling Environment. Each priority translates into concrete, measurable, and time-bound outputs, providing clear normative-operational linkages and enabling the UN and its partners to attribute the United Nations’ contributions to national priorities.

A key mechanism for joint resource mobilization for the UNSDCF implementation, the Fund is firmly anchored in the UNSDCF, its scope, duration, Theory of Change, Results, and M&E Framework. Established in December 2022, the Tanzania SDG Acceleration Fund will operate until the end of the UNSDCF in June 2027. The Fund’s overall purpose is to enhance the UN’s system-wide coherence and foster integrated, transformative solutions for accelerating SDGs and national development priorities. It is designed to promote and facilitate the UN’s joint strategic prioritization, integrated planning, and programming for synergistic actions and maximized impact. The Fund also aims to cultivate mutual accountability among participating UN organizations (PUNOs) for common results and efficient use of shared resources.

The UNSDCF Joint Steering Committee (JSC) is responsible for the strategic direction and high-level oversight of the entire UNSDCF implementation. As such, it provides strategic guidance and oversight of the Fund, based on the UNSDCF and in line with UNSDCF-related processes and decisions. The JSC is co-chaired by the Permanent Secretary of the Ministry of Finance and Planning and the UN Resident Coordinator. The Fund Secretariat provides technical and management support to the Resident Coordinator and Joint Steering Committee on matters pertaining to the Fund.

The Secretariat functions of the Fund are housed at the Resident Coordinator Office (RCO), with the Head of the Fund Secretariat directly reporting to the UN Resident Coordinator. Administrative support to the Secretariat is managed by UNDP.

Among its key functions, the Secretariat, with support from the UNSDCF Monitoring, Evaluation & Learning (MEL) Group, monitors and evaluates the implementation of Fund-supported initiatives against the results framework and individual applications by participating UN Organizations (PUNOs). The monitoring, reporting and evaluation of the Fund are carried out in accordance with the national context and with the application of the UN Development Group results-based management (RBM) principles and methodology.

The Secretariat is also responsible for the development and monitoring of the Fund’s risk management strategy. The Secretariat provides necessary support and coordination of its implementation.

Position Purpose

This position is in the Fund’s Secretariat located at the Resident Coordinator’s Office (RCO), and is based in Dar es Salaam, Tanzania.

Under the direct supervision of the Head of the Fund’s Secretariat, the Monitoring and Results Reporting Analyst ensures the adherence of UN’s policies on monitoring and evaluation, results-based management, and quality assurance into all aspects of programmatic interventions supported by the Tanzania SDG Acceleration Fund. S/he coordinates monitoring and reporting of UNCT results supported by the Fund and also supports inter-agency efforts on results and progress monitoring and reporting on the UNSDCF and Joint Programmes.

Key duties and accountabilities

Within delegated authority, the Monitoring and Results Reporting Analyst will be responsible for the following duties:

1. Implement and participate in the design of monitoring and evaluation frameworks, systems, and tools, and as applicable, conduct programme quality assurance in keeping with corporate policies:

Develop monitoring and reporting templates and processes for programme/projects/initiatives supported by the Fund to be aligned with the UNSDCF processes and tools;

Support quality assurance of PUNO applications and other supporting documents;

Ensure targets and indicators of the Fund approved programme/projects are consistent with the UNSDCF results framework and annual joint work plans (JWPs).

2. Ensure coordination and efficient support to monitoring, reporting, evaluation and results-based management of programmes and projects:

Collaborate with the UNSDCF MEL and Results Groups in the development of M&E frameworks for joint project/programme proposals consistent with the UNSDCF Results framework while ensuring clear attribution of expected results;

Provide guidance on the Fund-related rules and procedures on reporting, standard templates etc.;

Support the integration of the RBM principles in programmatic documents, the implementation, monitoring, reporting and final evaluation of the Fund and Fund-supported programmes/projects/initiatives;

Support the development, monitoring an reviews of the Fund’s Risk management strategy.

3. Support joint UNCT annual planning processes and reporting processes and ensure that ongoing and planned work and accomplished results of the Fund are properly reflected in UNCT annual reports and joint work plans:

Serve as M&E focal point for all joint programmes implemented by the UNCT, and coordinate their required consolidated reporting through as relevant;

Provide technical guidance and support to PUNOs for individual monitoring of the Fund-supported initiatives and reporting results;

Consolidate the periodic, annual and final narrative reports on Fund’s supported programmes/projects/initiatives.

4. Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management in:

Contribute to knowledge sharing (including through training and peer exchange) amongst UN staff on issues related to reporting and M&E frameworks, methodologies and tools;

Closely engage with the UNCT MEL Group and UN Communication Group (UNCG) in producing and disseminating final reports and other related public documents;

Draw upon other UN experiences, lessons learned and knowledge networking to provide contributions to strategic planning processes;

Provide regular updates on progress of programme/projects implementation to the Fund stakeholders.

Work implies frequent interaction with the following:

Technical staff in relevant Secretariat units and the MPTFO in New York, PUNOs, Senior UN officials, representatives and officials in national government, international organizations, development partners and consultants;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient of the Office and the Organization.

Requirements:

Education:

Advanced university degree (master’s degree or equivalent) in Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, or related field is required. Or;

A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience, knowledge and skills:

Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in monitoring and evaluation, data analysis and reporting, projects/programme management, working with quality assurance instruments, results-based management models, and multiple stakeholders is required;

Experience in the context of development cooperation is desired;

Proven technical knowledge of the results-based management cycle and monitoring is required;

Familiarity with the UN system’s RBM principles, methodology, tools is highly desired;

Extensive experience in designing monitoring systems and/or designing development projects or integrated portfolios is required;

Proficiency in data management and reporting tools and database packages is required;

Proven ability to work with quantitative and qualitative data, and appropriately use in preparing comprehensive reports on project/programme performance is required;

Proficiency in using data visualization tools to present findings clearly and in innovative ways is required;

Experience conducting applied research projects and reporting on findings is desired.

Language Requirement:

Fluency in English and Swahili is required;

Knowledge of another UN language is desirable.
