Bagamoyo Sugar Limited (BSL) – in Context
Bagamoyo Sugar Limited (BSL) is a significant player in Tanzania’s sugar industry, aiming to contribute substantially to the country’s sugar self-sufficiency and even surplus for export. Here’s more about BSL:
Ownership and Background:
Part of Bakhresa Group: Bagamoyo Sugar Limited is a subsidiary of the Said Salim Bakhresa Group of Companies (SSBG), a prominent industrial conglomerate in Tanzania with diverse interests including food and beverages, grain milling, broadcasting, logistics, and more.
Government Initiative: The establishment of Bagamoyo Sugar Ltd stemmed from a government initiative, with the late President John Magufuli allocating 10,000 hectares of land to the Bakhresa Group to establish a sugar plant. BSL was incorporated on December 1, 2016.
Location:
BSL’s operations are located in Makurunge, Bagamoyo District, Pwani Region, Tanzania, along the Indian Ocean coast.
Production and Expansion:
Phased Development: The project is being developed in multiple phases, with a total estimated investment of around US$300 million (about TZS 690 billion).
Initial Production: The first phase of the factory started commercial production around mid-2022. It has an initial installed capacity of between 30,000 to 35,000 tonnes of sugar annually.
Target Production:
Upon completion of all three phases, the factory is designed to expand its annual production capacity to 100,000 tonnes of sugar. This expansion is crucial for Tanzania to meet its national sugar demand.
Sugarcane Supply:
BSL initially relies on its own sugarcane cultivation, with approximately 2,000 hectares under cultivation in the first phase. The company plans to incorporate an “out-grower scheme” in the future, where smallholder farmers will supply sugarcane, providing them with technical support and a ready market.
Modern Technology:
BSL is utilizing modern technology for its sugar plant, supplied by Thyssenkrupp India Pvt Ltd (a German company based in India), and employs state-of-the-art digital farm technology from Netafim (an Israeli-based company) for irrigation.
Impact and Contribution to Tanzania:
Reducing Import Dependence: A primary objective of BSL is to reduce Tanzania’s reliance on imported sugar and contribute to national sugar self-sufficiency. The government aims for Tanzania to be self-sufficient in sugar production by 2027 and even become a sugar exporter.
Job Creation:
Bagamoyo Sugar Ltd is a significant source of employment. The first phase of the factory has created between 800 and 1,200 direct jobs, with projections of over 3,000 jobs upon completion of all three phases. This has a substantial positive impact on the local community in Makurunge and the surrounding areas.
Economic Growth: The investment by BSL contributes to the overall economic growth of Tanzania through taxes, job creation, and by fostering other related businesses and services in the region.
Community Development: The project is designed to have a multiplier effect on farmers, encouraging and supporting sugarcane cultivation by out-growers. This aligns with the Bakhresa Group’s vision of supporting Tanzanian communities.
Energy Co-generation: The factory is also expected to feature a 5-megawatt power plant that utilizes factory waste (bagasse) for electricity generation, contributing to renewable energy goals.
Challenges and Future Plans:
Water Accessibility: One challenge that has been reported for BSL’s expansion plans, particularly for the second phase involving further sugarcane plantation expansion, is water accessibility. The company has been actively working on solutions, including constructing dams and researching water sources, as sugarcane farming at Makurunge heavily relies on water from the Wami River.
Continuous Expansion: Despite challenges, BSL, as part of the Bakhresa Group, remains committed to its phased expansion to reach its full production potential of 100,000 tonnes annually.
Bagamoyo Sugar Limited is a key project demonstrating the government’s commitment to boosting local sugar production and the private sector’s role in achieving this goal, contributing to both economic development and employment in Tanzania.
