Job Description

This position will also provide technical inputs to Program Quality initiatives related to strengthening project management processes and capabilities, ensuring proper guidance and tools in SOYEE programming, and responsible to provide contextualised technical information on SOYEE programming for advocacy and influencing work at various platforms.

Responsibilities

Program strategy design and program development.

  • Lead the development and or adaptation and application of SOYEE programming approaches, principles, methodologies, and tools.
  • Provide technical leadership in designing SOYEE programs for organization formulating specific strategies and goals for gender transformative programming;
  • Provide technical leadership in the design of SOYEE annual plans, Standard Operating Procedures (SOPs) for specific interventions.
  • Identify key implementing and strategic partners working in the field of SOYEE with whom we can work to leverage meeting its CSP objectives;
  • Develop program strategies through participatory processes, including in liaison with other Heads of Sections so that integrated programming can be achieved;
  • Work closely with the Head of MERL to ensure that all project plans are complete with outcome-level monitoring and evaluation plans;
  • Promote/support the application of organization’s global program quality policy and framework, global M&E standards, and organization’s M&E vision in its Country Strategic Plan III.
  • Assume a leading role on thematic issues such as skills development in general and technical and vocation education and training (TVET) in particular;

Project implementation, performance monitoring, and reporting.

  • Provide technical guidance to the SOYEE projects teams both sponsorship and grants in activities implementation through orienting the project team on SOYEE strategies and manual/tools;
  • Work closely with the Head of MERL to ensure that all project plans are complete with outcome-level monitoring and evaluation plans;
  • Coordinate and direct program planning processes to ensure integration of programs, the proper understanding of program goals and objectives, and engagement and buy-in of key stakeholders;
  • Ensure that program implementation is responsive to communities, authorities, and partners and consistent with Plan’s program guidelines, principles, values, quality standards, and strategic plan;
  • Integrate sustainability plans, SOYEE, and gender sensitivity and capacity building into all project activities as appropriate;
  • In coordination with the Monitoring and Evaluation department, ensure that Project Managers/ Project coordinators have access to and are appropriately using routine monitoring and periodic assessment/survey data;
  • Participate in the quarterly/ interim and annual project reflection meetings with project teams for learnings and or bi-annual stock-taking to provide the records and all the necessary information as per SOYEE standard operating procedures.
  • Draft and/or review scopes of work to hire and manage SOYEE technical consultants, including review for technical capacities and contract budgets;
  • Support all Project Managers/PUMs’ ineffective budget management, including accurate spending forecasts and budget monitoring;
  • Cascade the SOPs to ensure effective implementation to the team implementing SOYEE project/interventions
  • Conduct field supportive supervision of the team implementing SOYEE project/interventions
  • Review SOYEE projects activity plans according to the project annual plans and project budgets;
  • Provide coaching, mentoring, and capacity building to staff implementing SOYEE projects;
  • Lead the program team in the quality implementation of all SOYEE projects;

Resource Mobilisation

  • Provide technical support in the development of high-quality concept notes and proposals for funding;
  • Effective linkage and relationship established and maintained with National Offices, internal and external donors, and development partners through fast and speedy communication as well as seeking of new opportunities in liaison with the Business Development Unit;
  • Good relationship established with new/ existing proposed partners for upcoming resource mobilization opportunities;
  • Pro-actively engage with development partners and donors to mobilize resources and project funding

Strategic partnership, networking, and advocacy

  • Develop and maintain relationships with key contacts including National-level Tanzanian government officials, donor representatives, INGO and national NGO representatives, and relevant UN agency representatives;
  • Identify key implementing and strategic partners working in the field of SOYEE with whom we can work to leverage meeting its CSP objectives;
  • Effective linkage with the government’s relevant departments and ministries and strategic networks and technical committees are established and maintained to influence the agenda;
  • Represent Organization in various forums (meetings, conferences, etc.) and during partner and donor representative in-country visits related to SOYEE;
  • Strategic representation in relevant platforms, networks, and technical groups to raise the profile of organization on regards to SOYEE;
  • Advocate for improved labour market policies to promote decent work standards and social protections for young workers, particularly women.
  • Programme advocacy and communication strategy including necessary materials developed and used at different levels to do evidence-based advocacy to mainstream organization’s program, interventions, strategies, or activities with support from the Communications department;

​Requirements

Knowledge and Experience

  • Master’s degree in Entrepreneurship, Innovations Economics, Development studies or related fields and a Bachelor Degree in Enterpreneweship & Innovations, Agriculture, Natural Resources, Economics and Business.
  • A minimum of 8 years’ experience, five of which are in implementing Youth Empowerment programs, 3 years in a supervisory role and at least 3 years development sector related.
  • Strong and up to date knowledge of Youth Empowerment and Employability programmes, with a futurist strategic programming mindset;
  • A clear understanding of the strategies for engaging with youth, especially young women in programme activities and advocacy;
  • Demonstrated experience in coaching and mentoring staff on youth empowerment strategies;
  • Experience in designing and technical support/management of Youth Empowerment and Employability;
  • Demonstrated experience in managing youth empowerment/employment or Economic Empowerment projects.
  • Experience of managing & developing a multi-disciplinary team including implementing partners
  • Experience in Capacity building, training & facilitation in soft & hard skills, job creation, and community managed saving & loan association, working with microfinance institutions, value chain, business development, market analysis, ICT4D, etc.
  • Experience in Leadership, working with vocational training centres, liasoning and networking with local implementing partners, and private sectors.
  • Clear understanding of relevant governments policies, strategies, programs and priorities related to youth employment and livelihood
  • Understanding government private sector policies and programs in vocational/skill training and job placement
  • Demonstrable advocacy experience in national and county level on youth empowerment systems and structures.
  • Commitment to organization’s position on promoting girls’ rights and gender equality and integrating all these aspects in their day to day work.
  • Familiarity with gender and financial inclusion issues and sensitive to political and socio-economic environment
  • Youth employability and skills: working with training providers on life skills and personal skill development to build employability, including self-employability; knowledge & understanding of T-VET providers and work-based learning; understanding labour markets and identifying business opportunities for youth-led businesses; improving career guidance.
  • Entrepreneurship and enterprise development: supporting young people to develop enterprises and linking them with funding opportunities;
  • Financial inclusion: Including marginalized and excluded people, and particularly girls and women, in the financial systems, including banking and digital finance products for vulnerable groups
  • Private sector engagement: Involves identifying business opportunities for vulnerable and excluded young people; engagement with the private sector (micro SMEs and/or major private sector employers) to provide work-based learning and work, improving employment conditions for youth and young women, and consideration of companies to work with and recruit young people, especially young women. In depth knowledge on the root causes, impact and approaches to addressing unemployment of youth and especially young women.
  • Ability to build capability of colleagues and partners on YEE, sharing knowledge in networks and communities of practice, leading technical learning and development activities and embedding stakeholder capability building into programme and project design.
