1. Introduction

Lay Volunteers International Association (LVIA) is an Italian NGO active in ten African countries, including Tanzania. The LVIA headquarters is located in Cuneo, Italy, with Tanzania offices in Kongwa District, Dodoma Region (P.O. BOX 160, Kongwa). LVIA has over 30 years’ experience supporting community development in Tanzania, particularly in agriculture, health, access to potable water, and hygiene.

Under the EU-funded project framework, LVIA implements the “Kijani Pemba – Strengthening Urban Eco-Resilience in Chake Chake and Mkoani.” The project aims to promote inclusive and sustainable growth in Chake Chake and Mkoani, South Pemba, by enhancing climate urban resilience and access to basic services, socio-economic opportunities, and decision-making, especially for women and youth in urban poor communities.

Expected results:

  1. Improved dialogue for participatory and coherent territorial planning among local authorities, communities, and CSOs.

  2. Improved connectivity, coverage, and access to safe water and sanitation for public and social facilities, focusing on girls’ and women’s access.

  3. Socio-economic inclusion and economic empowerment of youth, girls, and women through environmentally sensitive waste management services and green small local businesses.

To achieve Output 3, LVIA will build and equip a solid waste collection, separation, and treatment center, and organize/strengthen waste picker groups. A Waste Characterization and Management study by RSK Environment (East Africa) LTD provided insights into the production, composition, and treatment possibilities for municipal solid waste in Chake Chake and Mkoani.

LVIA now intends to conduct a Valorization Study for the organic fraction of municipal solid waste (which accounts for more than 80% of the total waste generated) to analyze cost-effective waste management systems. Different options will be analyzed using multicriteria analysis (MCA), considering availability and stability of organic waste, their qualities, technical-managerial feasibility, and sustainability from economic, social, and environmental perspectives. Sensitivity assessment on viability, regulatory framework, and impeding factors will inform selection of technical options. The analysis will also consider investment opportunities for future scaling up, including potential expansion with organic waste from markets, households, and processing residues, especially for biogas co-generation. The best options will be integrated into municipal plans through Structured Dialogue (activity 1.4).


2. Objectives of the Study

2.1 Main Objective:
To assess and develop viable business models in organic waste recycling that are economically sustainable, socially inclusive, and environmentally beneficial.

2.2 Specific Objectives:

  • Identify key organic waste streams suitable for recycling.

  • Evaluate market demand for recycled products (compost, biogas, briquettes, Black soldier flies).

  • Assess technological and infrastructural requirements for recycling processes.

  • Analyze regulatory frameworks and compliance requirements.

  • Develop business models and financial projections.

  • Propose strategies for community engagement and capacity building.


3. Scope of Work

3.1 Research and Analysis:

  • Conduct market analysis to identify potential customers and competitors.

  • Analyze existing waste management policies and regulations.

3.2 Business Model Development:

  • Design scalable and replicable business models for organic waste recycling.

  • Develop financial models, including cost-benefit analysis and funding strategies.

3.3 Implementation Strategy:

  • Identify suitable technologies for waste processing.

  • Develop a phased implementation plan with timelines and milestones.

  • Propose monitoring and evaluation frameworks.


4. Deliverables
  • Comprehensive report detailing findings, analyses, and recommendations.

  • Business models and financial projections.

  • Implementation plan with clear timelines and responsibilities.

  • Training materials and community engagement strategies.

  • Policy briefs for stakeholders and decision-makers.


5. Selection Criteria

The best tenderer/consultant must:

  • Have proven experience in conducting market and value chain assessments, particularly in agriculture, waste management, or environmental sustainability (e.g., agroecology enterprises, circular economy).

  • Be familiar with the Islands environment and market for a tailored local approach.

  • Be capable of designing robust sampling frameworks, conducting comprehensive data analyses, and providing actionable recommendations.

  • Convey complex findings clearly to ensure stakeholder alignment.

  • Collaborate effectively with the LVIA team and partners.

  • Submit references for previous relevant work.

  • Phase 4: Reporting and Dissemination (7 days): Preparation and presentation of final reports to stakeholders.
