PROJECT OVERVIEW
The purpose of the USAID NextGen Ugavi Bora, Afya Bora activity is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. USAID NextGen Ugavi Bora, Afya Bora activity must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.

JOB SUMMARY
The Data and Analytics Team Lead will provide strategic and operational leadership for
the Supply Chain Information Systems (SCIS) & Data Management workstream, driving
the design, implementation, and optimization of public health supply chain systems. The
role will oversee a multidisciplinary team, including Analytics Advisors, Machine
Learning Specialists, Software Developers, and Business and Data Analysts, ensuring
the integration of advanced data-driven methodologies, scalable technologies, and
strategic insights. The ultimate objective is to enhance supply chain performance and
strengthen decision-making processes through innovative solutions and system
optimization.
This is a full time position with an initial contract through September 2025 and the possibility of a one-year extension subject to continued funding.
KEY RESPONSIBILITIES
Responsibilities include, but are not limited to, the following:
Leadership and Team Oversight:
- Lead and mentor a diverse team of experts in analytics, machine learning, software development, and business operations to deliver high-impact solutions for public health supply chain systems.
- Develop and oversee strategies for the design, implementation, and optimization of Supply Chain Information Systems (SCIS) and data management practices
- Establish and monitor team goals, priorities, and deliverables to ensure alignment with project objectives and stakeholder expectations.
Technical Strategy and System Development:
- Drive the implementation, integration, and optimization of Supply Chain Information Systems, including eLMIS, ERP systems, Electronic Medical Records (EMRs), Community level Systems. Private Sector Systems, Warehouse Management Systems (WMS), and Product Catalogue Management tools.
- Oversee system architecture, ensuring alignment with international standards, scalability, and interoperability with other health and non-health systems.
- Facilitate the adoption of advanced analytics, predictive modeling, and machine learning techniques to enhance supply chain performance and resource optimization.
- Provide technical oversight for system integrations, such as connecting eLMIS with ERP, WMS, and other enterprise solutions.
Data Analytics and Decision Support:
- Ensure high-quality data collection, validation, analysis, and reporting to support evidence-based decision-making across supply chain operations.
- Oversee the development of interactive dashboards, visualization tools, and reporting mechanisms to deliver actionable insights to stakeholders.
- Promote data-driven decision-making by leveraging analytics to identify trends, bottlenecks, and opportunities for system improvement.
Collaboration and Stakeholder Engagement:
- Act as a primary liaison with key stakeholders, including Ministry of Health (MOH), PORALG, implementing partners, and USAID, ensuring alignment of objectives and priorities.
- Represent the project in national and international forums to advocate for innovative and effective public health supply chain solutions.
- Foster collaboration between the SCIS & Data Management workstream and other program areas to drive cross-functional system improvements.
Capacity Building and Knowledge Transfer:
- Develop and implement capacity-building initiatives for team members,government counterparts, and other stakeholders in system management and data analytics.
- Document and share best practices, success stories, and lessons learned from system implementation and analytics projects to inform future efforts.
Operational and Administrative Leadership:
- Develop and manage work plans, budgets, and performance indicators for the Data and Analytics team to ensure timely and high-quality deliverables.
- Regularly review and evaluate system performance and recommend enhancements for optimal efficiency.
- Ensure compliance with organizational policies, donor requirements, and data security standards across all activities.
Qualifications
Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications in Education & Experience:
- Advanced degree in Data Science, Public Health, Information Systems, Computer Science, or a related field.
- Minimum of 8 years of experience implementing and managing supply chain information systems (e.g., eLMIS, ERP, WMS, Product Catalogue Management tools) in public health contexts, particularly in Tanzania Mainland and Zanzibar.
- Proven expertise in data analytics and visualization tools (e.g., Power BI, Tableau, Google Data Studio) and programming languages (e.g., Python, SQL).
- Strong technical and analytical acumen, with experience leveraging artificial intelligence (AI) and machine learning (ML) applications in health systems, including predictive modeling, optimization, and advanced forecasting techniques.
- Solid knowledge of analytics platforms and libraries to deliver advanced data insights and improve decision-making.
- In-depth understanding of public health supply chains and related information systems, combined with knowledge of data governance frameworks, data privacy laws, and security standards for managing sensitive health and supply chain data.
- Extensive experience in the software development lifecycle (SDLC) methodologies, including Agile practices, for the design, implementation, and maintenance of Supply Chain Information Systems.
- Demonstrated ability to lead and manage multidisciplinary teams, including software developers, data analysts, and health systems advisors, fostering collaboration and building team capacity.
- Exceptional stakeholder engagement and partnership management skills, with a proven ability to effectively liaise with government entities, donors, and implementing partners, ensuring alignment with project goals and objectives.
- Results-oriented professional with strong strategic thinking, problem-solving, and adaptability to dynamic environments, maintaining a focus on delivering high quality outputs under tight deadlines.
- Outstanding communication skills, with the ability to bridge technical and non-technical audiences and align diverse groups toward shared goals.
- Strong knowledge of health supply chain data systems, analytics, and interoperability standards.
- Familiarity with digital health ecosystems, health informatics, and innovation management.
- Strong communication, writing, and presentation skills in English; proficiency in Kiswahili preferred.
- Prior experience with USAID-funded projects or other donor-funded programs is an advantage.
