VACANCY: DIGITAL LEARNING SPECIALIST

 

MS TCDC secures the services of a self-motivated Digital Learning Specialist to oversee and implement our online education, learning, and knowledge outcomes. This role is part of the Learning and Training Unit, and the successful candidate works closely with relevant staff across the organization to design, develop, maintain, and implement learning interventions for over 1,000 professionals and young people globally each year.

The Digital and Blended Learning Specialist is expected to develop a viable digital learning and knowledge management strategy and plan that aligns with the Centre’s vision to capture, share, and extend learning and knowledge through online platforms. The role is integral in maintaining the institution’s reputation for quality, reliability, and customer satisfaction.

At MS TCDC, we focus not only on producing relevant learning designs but also on understanding the impact of our efforts. The team consists of learning specialists, and you will complement us by converting our designs and learning concepts into engaging digital content tailored for professionals and young leaders. We develop self-paced courses, online training, face-to-face training, and a combination of both referred to as “blended learning.”

JOB OVERVIEW

The Digital and Blended Learning Specialist will be responsible for designing and developing innovative digital learning experiences to inspire young professionals and leaders.

With a strong foundation in instructional design, learning experience design, and data-driven decision-making, the Specialist will create engaging digital content that enhances learning outcomes. This role involves analysing data from learning management systems, designing user journeys to improve the learning experience, and creating visually appealing graphics and illustrations.

The Specialist will ensure that digital learning solutions are user-centred, accessible, and impactful for professionals and young leaders globally, while guiding the team in developing effective and engaging content.

Location: USA River, Arusha, Tanzania

Reporting To: Head of Learning and Training Unit.

 

KEY RESPONSIBILITIES

  1. Technical Specialist in Learning Design for Short Professional Courses

Collaborative Learning Design Development:

Work closely with project owners, end-users, and subject matter experts to design and deliver innovative, learner cantered educational experiences. Apply instructional design principles to co-create solutions that meet the needs of diverse professional audiences.

Support for Faculty and Subject Matter Experts:

Provide hands-on support to TCDC faculty and external subject matter experts in transforming traditional content into dynamic, interactive, and engaging e-learning experiences. Facilitate capacity building in learning design methodologies and digital content creation.

Creation of Multimedia and Learning Resources:

Develop and produce high-quality, engaging, and motivational learning materials—including videos, animations, infographics, and other multimedia content. These resources will support various TCDC initiatives, including short professional courses, the Strategic Partnership Agreement (SPA II), Danida Fellowship Centre (DFC), and the GIZ EnACT Zambia communities.

Contribution to Digital Learning Strategy:

Actively contribute to the work of the TCDC Learning Committee’s subcommittee on Digital Learning. Bring innovative ideas, emerging trends, and best practices to strengthen TCDC’s digital learning ecosystem.

Strategic Representation and Alignment:

Serve as TCDC’s focal point in the ActionAid Denmark (AADK) Digital Capacity and Learning Working Group. Ensure that TCDC’s digital learning strategies are aligned with broader organisational and global frameworks, and that knowledge and innovation are shared across networks.

  1. Oversight and Administration of Digital Solutions

Vendor and Service Provider Management:

Oversee relationships with digital service providers and technology partners to ensure the reliable and seamless operation of digital learning platforms and systems. Act as the primary liaison to address service-level issues and ensure contractual obligations are met.

System Monitoring and Troubleshooting:

Regularly assess the performance of digital platforms through diagnostics and user feedback. Identify technical challenges and proactively implement effective solutions to optimize functionality, performance, and user experience.

Strategic Platform Development:

Provide informed recommendations and lead decision-making processes regarding necessary updates, feature enhancements, or platform migrations to keep systems aligned with evolving organizational needs and industry standards.

User Support and Capacity Building:

Develop and maintain robust support systems for users of learning management systems (LMS) and authoring tools. Create and deliver guidance materials, training sessions, and technical assistance to enhance user competence and confidence in digital tools.

Ensure all digital learning platforms are configured and maintained to meet both organisational goals and user expectations. Implement continuous improvement processes to maximise platform effectiveness, efficiency, and accessibility.

  1. Technical System Development and Programming Support:

Full Stack Development Expertise:

Design, develop, and maintain custom web-based applications and tools to support digital learning initiatives. This includes end-to-end system architecture, development, deployment, and ongoing maintenance to ensure functionality aligns with evolving user and organisational needs.

Fronted Development:

Demonstrate proficiency in modern frontend technologies, including HTML, CSS, JavaScript, and React.js, to build intuitive, responsive, and engaging user interfaces that enhance learner experience across multiple devices and platforms.

Backend Development and System Integration:

Implement and manage backend systems using modern frameworks and tools. Possess a strong understanding of RESTful APIs and JSON to enable seamless integration of third-party tools and services, supporting interoperability and efficient data exchange across platforms.

Database Management:

Effectively design, manage, and optimise both relational (e.g., MySQL, PostgreSQL) and non-relational (e.g., MongoDB) databases. Ensure data integrity, security, backup procedures, and performance tuning for optimal system responsiveness.

Bug Identification and Troubleshooting:

Monitor system performance and user feedback to identify bugs or performance bottlenecks. Apply timely and effective solutions to resolve issues, ensuring uninterrupted access to learning platforms and tools. Scalability Security and Reliability: Design and implement systems that are scalable, secure, and resilient. Incorporate best practices in cybersecurity, user authentication, and system redundancy to support reliable learning experiences for diverse user groups.

REQUIREMENTS

  • A minimum of a bachelor’s degree in information technology, Computer Science, Education Technology, Instructional Design, or a related field, or an equivalent combination of education and relevant experience.
  • Proven experience in developing digital learning content, with at least three years in education or a related industry.
  • Expertise in Learning Management Systems (LMS) and authoring tools (preferably Articulate 360 or iSpring Suite), combined with experience in adult learning.
  • Strong video-animation, graphical design, and creative skills to produce engaging digital content.
  • Strong programming skills with proficiency in CSS, JavaScript, JSON, React.js, and API integration.
  • Demonstrated expertise in database management (relational and non-relational), system debugging, and the ability to resolve technical issues efficiently.
  • Ability to collaborate effectively in a dynamic organizational context and communicate with young professionals and diverse audiences.
  • A self-driven approach to work, excellent time and resource management skills, and flexibility to work outside regular hours when necessary.
  • Intercultural work experience is an advantage, along with a passion for working with young people and the ability to engage with this target group.
  • Experience in thematic areas such as feminism, climate justice, rights-based approaches, and organizational development, as well as familiarity with ActionAid Denmark/ Danida Fellowship Centre is an added advantage.
  • Key Skills and Abilities: Strong project management skills, in-depth knowledge of online learning and instructional design, excellent communication, collaboration, and teamwork abilities.
