TFCG Technical Advisor – IFBEST Project
- Introduction
The Tanzania Forest Conservation Group (TFCG) is seeking the services of a consultant
Technical Advisor to support implementation of the EU-funded project ‘Integrated Forest and Biomass Energy Solutions for Tanzania (IFBEST)’ project.
IFBEST aims to address the dual problems of deforestation / forest degradation and unsustainable charcoal production. The project’s overall objective is ‘Environmental sustainability is enhanced through sustainable forest management and wood-fuel production in Tanga Region.’ The project is active in 13 villages in four districts and is implemented by the Tanzania Forest Conservation Group (TFCG) in partnership with the Community Forestry Network of Tanzania (MJUMITA), and in collaboration with the four local government authorities (LGAs) of Handeni, Kilindi, Mkinga and Pangani. TFCG is seeking applications from qualified consultants to support and guide implementation of the project, with a particular focus on the development of sustainable forest-based enterprises in project-supported villages, primarily charcoal, but also including timber, honey and other forest-based products. Full Terms of Reference (ToR) for the role are provided below.
- Administrative issues
The consultant will be contracted for a total of 40 days up to 30th November 2026. Services and deliverables shall be provided to the project team on a needs-driven basis, in accordance with the ToR.
TFCG will pay a consultancy fee based on a daily euro rate. Consultants resident in Tanzania will be paid in the Tanzanian Shilling equivalent. Costs of domestic travel, internal travel (if required) and related costs for project support (e.g. air tickets, taxis, visas, data bundles) will be reimbursed against receipts not to exceed the values allocated in the project budget. Per diems will be paid at project-approved rates. Invoices will be submitted in arrears on a semi-annual basis. The value of each instalment shall reflect the number of days that the Consultant has worked and reported on, and be accompanied by time sheets.
Withholding tax will be deducted from the fees element of each invoice at a rate of 15% and paid to the Tanzania Revenue Authority by TFCG. TFCG shall provide the Consultant with a Withholding Tax Certificates for all deductions made.

Terms of Reference – TFCG Technical Advisor
Scope of work
The TFCG Technical Advisor will perform the following functions to support the Integrated Forest and Biomass Energy Solutions for Tanzania (IFBEST) project:
- Provide technical guidance to the Project Manager and project staff; and advise the TFCG Executive Director on all outputs;
- Provide technical support to the following project Outputs:
Output 1: Increased local government and village capacity to support and implement community-based forest management, sustainable land management and sustainable wood-fuel production.
Work package 1.6: Promote capacity building and learning on tree-planting, agroforestry and natural regeneration.
Output 4: Increased learning, and capacity to provide monitoring data for Tanga Region on sustainable forest management and wood-fuels, linked to national monitoring programmes.
Work Package 4.2: Facilitate learning by TAFORI and SUA on forest management and restoration, charcoal production and forest-friendly agriculture.
Work Package 4.3: Carry out project monitoring and evaluation with participation from TAFORI, LGAs and village representatives.
Work Package 4.4: Communicate project aims, results and lessons learned, ensuring EU visibility.
The Advisor will also review project plans and reports; assist in securing co-funding; and carry out other reasonable project support duties as contract time permits, at the request of the Executive Director or Project Manager.
Location
The TFCG Technical Advisor may be based in Tanzania or overseas. S/he will be expected to visit the project sites once during the assignment, for approximately one week. Other support will be provided remotely.
Minimum qualifications and experience
- Master’s degree or higher in relevant field (natural resources, environmental sciences, forestry, geography, etc.)
- At least 20 years of work experience in conservation and rural development, with a focus mainly in East Africa.
- Experience in the design and implementation of project monitoring and evaluation systems.
- Strong academic publication record.
- Demonstrated success in fund raising for conservation and development project, including accessing climate finance.
- Experience with policy issues and advocacy around sustainable biomass energy in Tanzania.
- Fluency in English and intermediate Swahili
Additional expertise in the following is desirable:
- GIS and remote sensing
- NGO communications
