Health Management Information Systems and Monitoring & Evaluation Officer: 2 Positions:

Based in Dare es Salaam and Mwanza 

Role Purpose:

 

Reporting to Health Management Information Systems (HMIS), Monitoring & Evaluation Manager, The HMIS and M&E officer’s main responsibility will be daily support of MST’s data reporting systems CLIC PLUS, PETRAS and EHR to outreach teams, public health facilities, and centres.  The role will entail close collaboration with data quality leads globally and in MST’s country offices to ensure high data quality standards across MSI’s global management information systems (MIS). The role will also involve collaboration with the Global Support Office’s Evidence Focal Point and MSI’s Global Evidence Network/ RME Community of Practice.

Among the Key Responsibilities:

  • Supporting the development and operation of a functional M&E-MIS system at organization level that gathers data based on objectives and indicators in the programme M&E framework.
  • Supporting project managers in preparing quarterly/ annual reports on required key indicators.
  • Managing and implementing the performance-based monitoring system to enable Marie Stopes Tanzania meeting its targets on timely manner.
  • Updating the M&E databases routinely and systematically.
  • Developing and updating where necessary the Standard Operating Procedures (SOPs) and guidelines for M&E to function in a most efficient and systematic way.
  • Measuring the effectiveness of MIS data used in different activities taking place both at facility and community level in the programme.
  • Conduct data quality assurance at various levels of projects including service delivery points.
  • Conduct quarterly supervision visits to service delivery points to mentor staff and crosscheck the use of routine data collection tools.

Minimum Requirements:

  • Degree in Computer Science/ Information Technology/ Statistics/ Epidemiology or equivalent qualification from a reputable institution.
  • A postgraduate qualification in social sciences, health systems management, monitoring & evaluation, or other relevant qualification desirable.
  • Proven experience (a minimum of 3 years) working in a research or monitoring & evaluation role, including significant experience in data triangulation and use of health information systems including the national DHIS2.
  • Highly numerate with strong conceptual and analytical skills
  • Good skills in using Excel to create analytical tables and graphical outputs and develop tools to streamline data capture, analysis, and presentation
  • Experience in reproductive health data
  • Experience in research using routine health data
  • Strong communicator in both English and Kiswahili with strong persuasion and negotiation skills, and able to explain complex HMIS concepts to non-experts highly desirable.
  • Experience in producing clear and simple reports, including charts & graphs, for end-users
  • Experience working in an implementation-focused organization desirable.
