About the Programme
The MasterCard Foundation, in partnership with BRAC International (BI), is implementing an initiative that aims to create a positive and measurable impact for 1.2 million adolescent girls and young women, and 9.5 million people across seven countries in East and West Africa: Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
This initiative addresses the urgent need to support adolescent girls and young women (AGYW) living in poverty, an issue made more pressing by the global pandemic. Through this partnership, scalable economic development approaches will be introduced to foster the agency and voice of AGYW, allowing them to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy.
BRAC International is implementing an integrated and holistic model to address the life cycles of young women living in poverty, ensuring they transition safely from adolescence to adulthood. This includes equipping them with the necessary skills, tools, and access to finance to exercise their agency and build fulfilling livelihoods.
Position: Human Resource Officer (02)
Location: Morogoro and Tanga
Main Job Responsibilities: Recruitment and Selection:
Receive approved manpower requisition from the Talent Acquisition Manager to initiate recruitment.
Arrange interviews for successfully shortlisted candidates.
Collect necessary documents from new staff and issue contracts.
Ensure timely completion of probation reviews.
Maintain staff files.
Conduct employment background checks for newly recruited staff.
Ensure all new staff are registered for social security and medical benefits.
Training and Development:
Assist the HR Manager in leading training needs analysis.
Support the training team in preparation, organization, and evaluation of various training sessions in the field.
HR Services:
Work closely with the Accounts team on payroll preparation.
Manage leave and attendance records for regional staff.
Ensure all staff have updated contracts.
Assist the HR Manager with processing transfer proposals, transfer orders, and resignation letters.
Address employee relations issues in consultation with the HR Manager, including formal disciplinary hearings and documentation.
Maintain and update staff personal files.
Assist in managing the Staff Information System Software (HRIS).
Ensure all staff are issued with nametags and identity cards.
Human Resource Strategy:
Organize policy-sharing events for regional staff.
Communicate gaps in policies and processes and suggest solutions to the HR strategy.
Assist in the Performance Management System, including staff objective setting, midterm reviews, and year-end reviews.
Promote staff development activities, including the BRAC Learning Catalogue.
Safeguarding Responsibilities:
Ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation.
Act as a key resource for establishing a safe working environment and safeguarding implementation.
Promote and endorse safeguarding policies among team members.
Follow safeguarding reporting procedures and encourage others to do the same.
Required Skills/Capacity:
Minimum of two years’ experience as an HR officer, administrator, or in another HR position.
Strong knowledge of HR functions (pay & benefits, recruitment, training, development, etc.).
Understanding of labor laws and disciplinary procedures.
Proficient in MS Office; knowledge of HRMS is required.
Educational Qualifications:
Bachelor’s degree in Human Resource Management, Administration, Industrial Relations, Law, or a related field.
