Midterm Review Consultant, GEF 10472 ISLANDS FSP

The Review Consultant should provide a geo-referenced map that demarcates the area covered by the project and provide geo-reference photographs of key intervention sites (e.g. sites of habitat rehabilitation and protection, pollution treatment infrastructure, etc.) The findings of the Review will be based on the following:
- A desk review of following relevant project documentation and determine key data to collect from stakeholders and prepare key instruments (questionnaires, logic models) to collect these data through interviews and/or surveys:
- Project Document and Appendices b) Project design documents (including minutes of the project design review meeting at approval); Annual Work Plans and Budgets or equivalent, revisions to the project (Project Document Supplement), the logical framework and its budget;
- Project reports such as Project Implementation Reviews, project steering committee meeting reports, progress and financial reports, progress reports from collaborating partners, technical reports, meeting minutes, relevant correspondence etc.;
- Evaluations/Reviews of similar projects;
- Draft MTR reports of the other ISLANDS Child Projects (CCKM – GEF ID 10266, Caribbean I – GEF ID 10279, Caribbean Incubator Facility – GEF ID 10258, Pacific – GEF ID 10267, Indian Ocean – GEF ID 10261).
Conduct online interviews (individual or in group) with:
- UNEP ISLANDS Lead, UNEP Task Manager and team members;
- BCRC-Caribbean Project Manager and team members;
- Government representatives from the child project (National Working Group Project Coordinator, Chair or National Project Assistant);
- Project co-financers;
- UNEP Fund Management Officer (FMO);
- MTR reviewers and Implementing Agencies of other ISLANDS programme child projects;
- GEF Secretariat;
- Convention Secretariats;
- GEF independent evaluation office.
- Draft and finalise the Project MTR Report and Programmatic MTR Report as per UNEP evaluation office requirements following due procedure of stakeholder consultation.
- Revise the draft Project MTR Report and Programmatic MTR Report based on comments from UNEP Task Manager and any relevant stakeholder and edit the language and form of the final version.
- Submit the final Project MTR Report and Programmatic MTR Report and brief presentations to the Task Manager.
- Liaise with the UNEP GEF CW Unit teams in Nairobi and Geneva to provide regular updates on progress on each of the above work streams.
- The consultant will also arrange the interpretation/translation services, as needed during the process of conducting MTR.
Qualifications/special skills
- A university degree in environmental sciences, environmental engineering, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable;
- a minimum of 7 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of development in a Small Island Developing States context is desired.
- A minimum of 7 years of technical/evaluation experience in projects and programmatic approaches is required.
- Experience evaluating UNEP and/or GEF projects is desirable. Good/broad understanding of POPs, mercury, pollutants management is desirable.
- Working knowledge of the UN system and specifically the work of UNEP is desirable.
