Job Title: Monitoring and Evaluation Officer

Background:

Africa Inland Church Tanzania Diocese of Geita was established in 1993 under the registered Evangelical church; the Africa Inland Church Tanzania (AlCT). The Diocese of Geita has a catchment area that covers three regions: Geita and Kagera regions, and Mwanza (one district-Sengerema). Geographically, the Diocese is bordering Uganda in the Northern part and Rwanda and Burundi in the Western part. The Monitoring and Evaluation Officer works in close collaboration with the project team (Field officers, Government Extension Officers, Champion Farmers, and Farmers) to ensure effective implementation of M&E activities, preparing Quarterly/Interim and Annual reports on project progress, and monitoring project activities on a regular basis. The officer will assist project personnel with M&E tools and will be responsible for maintaining the database of the Project and supporting them in their use.

Duties and Responsibilities:

  • Organize and conduct training on M&E for project and government staff.
  • Develop and strengthen monitoring, inspection, and evaluation procedures.
  • Monitor all project activities and progress towards achieving the project output.
  • Develop M&E system for the Project and for the government counterpart/stakeholders.
  • Prepare and maintain the database.
  • Report monthly, quarterly, half-yearly, and annual progress on all project activities to the Project Officer.
  • Assist the Project Officer in preparing other relevant reports.
  • Prepare Quarterly reports (VSLA database, Success stories).
  • Solicit feedback from staff about the impact of his/her own behavior.
  • Respond positively to critical feedback and differing points of view.
  • Remain calm, in control, and good-humored even under pressure.
  • Perform other duties as directed by the employer.
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E activities.
  • Monitor the sustainability of the project’s results.
  • Provide feedback to the Project Officer on project strategies and activities.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Support monitoring and evaluation of the effects and impact of the project.
  • Participate in annual project reviews and planning workshops and assist the Project Officer in preparing relevant reports.
  • Conduct capacity assessment on existing monitoring and evaluation system. Develop indicators and a monitoring strategy for the project.

Required Skills and Experience:

  • Education: University Degree preferably in M&E, Statistics, Sociology, Social Work, Agriculture Economics, or any other related field.
  • Experience: At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs or Government.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training and facilitation skills.
  • Excellent communication skills (written and oral) in both Swahili and English.
  • In-depth knowledge of M&E and development issues.
  • Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
  • Demonstrates integrity by modeling the AlCT Geita values and ethical standards.
  • Demonstrates openness to change and ability to manage complexities.
  • Focuses on results for the client.
  • Plans, coordinates, and organizes workload while remaining aware of changing priorities and competing deadlines.
  • Establishes, builds, and maintains effective working relationships with staff and clients to facilitate the provision of support.
  • Ability to lead the implementation of new systems and affect staff behavioral/attitudinal change.

Language Requirements:

Fluency in written and spoken English and Swahili.

Duration & Hours:

Permanent, full-time for one year, renewable based on performance and availability of funds
