This is an exciting time to join Transform Trade. Following a strategic review, we are moving away from direct project implementation to a more partner-focused approach, acting as a resource partner, accompanier, influencer and ally. We work at local, national, regional, and international levels, focusing on Garments/Fashion, Tea, and Small-Scale Agriculture portfolios.
We have regional hubs that consolidate operations in our key regions – Asia and Africa. In Asia, we have been working in India, Bangladesh, Nepal and Pakistan; while in Africa we have been working in Kenya and Tanzania. We are looking to cover other countries in these regions while playing grant making, facilitation and advocacy roles.
We are in transition and are looking for someone to lead the Monitoring Evaluation and Learning function at the organisational level.

Monitoring, Evaluation and Learning (MEL) Lead

Reporting to: Deputy CEO
Purpose:
- The incumbent will lead and coordinate all MEL related functional responsibilities within the organisation working closely with other functional and regional Heads.
- Reporting to the Deputy CEO, the Monitoring, Evaluation & Learning (MEL) Lead will be primarily responsible to lead on developing and executing an effective MEL strategy that aligns with Transform Trade new strategy.
- This role will be critical in ensuring that Transform Trade effectively measures the impact of the new strategy and learn from it.
- The incumbent will support in building an evidence-based data culture to inform decision making, build collaborative spaces for reflection and shared organisational learning.
- This role contributes to supporting MEL elements on new initiatives and proposal designs; preparation of knowledge documents highlighting the impact of Transform Trade’s programming, its innovations, lessons learned, and challenges; and technical assistance to regional and departmental teams on sharing Transform Trade MEL tools and good MEL practice.

Accountabilities:
- Building MEL framework aligned with the organisational strategy and develop key metrics around key organisational and portfolio level indicators. This would also include collaborative development and/or review of the organisational Theory of Change as well as portfolio/sector ones as per the new strategy.
- Ensuring effective data management systems for regular data collection, analysis and compilation at various levels whilst also strengthening data management capacity for accountability, adapting and learning.
- Lead the regular/quarterly analysis of data to identify and report back on results, trends and insights to enable informed strategic decisions by the teams and portfolios including the Board of Transform Trade.
- In collaboration with regional and functional heads, increase awareness of Transform Trade’s programme quality standards, guidance and tools and strengthen capacity to apply them in practice.
- Designing and leading internal and external reviews, evaluations, studies, and other learning exercises across thematic priorities across the organisation.
- Ensure evaluation management response and action plans are developed, disseminated and implemented, with all key stakeholders, including partners.
- Build culture and serve as an organisational focal point to generate evidence to enhance the quality of programmes to prove and improve outcomes for the people Transform Trade serves.
- Working closely with the Public Engagement Team to communicate and develop the progress of the organisation through use of innovative tools and data visualisation techniques. Ensure periodic dissemination of the key insights through various internal/external reports, impact briefs, case studies, publications and various platforms of staff engagement.
- Develop internal capacity towards evidence-based approaches across all teams and portfolios. Build capacities within teams to enable them to track programme related data indicators.
- Package impact results and best practices for use in advocacy and resource mobilisation efforts. This includes the preparation of capacity statements; donor-focused products; and presentations/communications on the impact and reach of Transform Trade’s programming.
- Ensure that strategies and proposals developed include MEL plans that enable capturing impact and have adequate resources and staffing for all MEL activities.
- Foster a culture of learning within the organisation by facilitating knowledge sharing sessions, lessons learned and capacity building sessions. Ensure the lessons learned are documented and integrated into program designing and implementation.

You will have:
- Demonstrated experience in developing MEL strategy, frameworks, theory of change, standard operating procedures, tools and resources and establishing systems to drive and measure impacts at organisational level.
- Demonstrable experience with the development and implementation of MEL systems and plans.
- Well versed in diverse quantitative and qualitative data collection and evaluation approaches. Excellent knowledge and high proficiency on different data visualisation tools including statistical methods and tools.
- Good experience on setting effective and dynamic MEL and reporting systems across different layers within an organisation.
- Experience in working and building skills of team members on effective MEL approaches and Knowledge management systems
- Extensive experience in leading and driving learning within an organisation and have demonstrable experience in leading knowledge management and MEL function within an organisation
- Strong leadership and management skills, demonstrable success in building trust, enforcing accountability, empowering others, and effecting strong and effective relationships with colleagues and external stakeholders at all levels to achieve results.
- Highly developed interpersonal and communication skills with the ability to build ownership and drive effective systems of knowledge management and learning
- Diplomacy, tact and negotiating skills
