1. Background

The Norwegian Association of Disabled (NAD) is an independent human rights organization of persons with disabilities. Our vision is a society for all, where NAD has head office in Oslo, Norway and interests. Over the next five years, NAD will be country lead for the Tanzania Country Programme, which includes 5 Organizations, that will implement the project called Collective Action for Disability Rights (CADiR).

2. Positions

NAD is looking for qualified persons to fill the following 2 positions.

2.1 Programme Coordinator

Location: Zanzibar

In this position, you are expected to travel to the Mainland Tanzania (Mostly Dar-es-salaam and Dodoma) at least once a month. The frequency can vary as the project develops.

Reports to: Country Director

2.1.1 Role and Responsibilities

  1. Programme Coordination: To ensure the effective coordination of all local partners involved in the CADiR Project, ensuring alignment with project objectives, workplans, and the overall results framework.
  2. Monitoring and Evaluation (M&E): To lead the Monitoring and Evaluation efforts, ensuring progress towards achieving the project’s goals and outcomes.
  3. Contribute to Development and Sustainability of NAD’s Work in Tanzania: To actively support the long-term growth and sustainability of NAD’s operations in Tanzania by fostering relationships, identifying new opportunities for expansion, and ensuring the continued impact of NAD’s work.
  4. Strengthening Learning, Collaboration, and the Sustainability of NAD’s Work: To facilitate continuous through technical reflection and knowledge exchange. To connect NAD Zanzibar with global teams to ensure mutual learning, while contributing to strategic planning, donor reporting, and proposal development.

2.1.2 Qualifications

  1. A minimum of Bachelor’s Degree in Social Science, Development Studies, Human work, social sciences, law, project management, or another relevant field.
  2. A minimum of 6 years of work experience in the community work and development sector, with demonstrated expertise in project management and partner coordination.
  3. Proven experience in Monitoring and Evaluation (M&E) in donor funded projects.
  4. Proven Experience in managing and guiding a diverse team of stakeholders.
  5. Experience in engaging government stakeholders.
  6. Have strong network connections within the disability rights and inclusion sector in Tanzania and beyond.

2.1.3 Skills, Abilities and Attitudes

  1. Ability to create commitment, be creative, and show initiative.
  2. Strong collaboration and coordination skills—internally with NAD staff and externally with local partners and stakeholders.
  3. Ability to understand complex contexts and adapt to evolving project needs.
  4. Implementation ability—ensuring the project’s activities are carried out on time, within budget, and in time as we contribute where we are needed.
  5. Innovative thinking to solve challenges and enhance project impact.
  6. Excellent communication skills, both written and verbal, for reporting, presentation, and building relationships.
  7. Language fluency in Kiswahili and English.
  8. A commitment to accountability, trust and inclusion.
  9. The ability to build alliances and networks that benefit the project and promote the rights of persons with disabilities.

2.2 Inclusive Education and CBID Coordinator

Location: Zanzibar

In this position you are expected to travel to the mainland (Mostly Dar-es-salaam and Dodoma) at least 4 times a year. The frequency can vary as the project develops.

Reports to: Country Director

2.2.1 Role and Responsibilities

  1. Lead NAD’s Technical Support in Community-Based Inclusive Development (CBID): To strengthen CBID cross-partner learning and reflection. Representing Zanzibar in NAD’s global CBID Working Group to inform wider program development.
  2. Guide Inclusive Education (IE) Practice and System Engagement: To support partners in implementing adaptation and quality alignment with national goals.
  3. Develop NAD’s Emerging Thematic Work in Inclusive Accommodation (RA): To lead technical learning in IECD and RA, exploring integration into existing interventions.

2.2.2 Qualifications

  1. Minimum of a bachelor’s degree in education, social work, social sciences, law, project management, or another relevant field.
  2. Experience in delivering, coordinating or managing training.
  3. Familiarity with IE, CBID, and interest in IECD and RA.
  4. Experience engaging with government systems and academic institutions is an advantage.

2.2.3 Skills, Abilities and Attitudes

  1. Strong technical understanding of disability inclusion, inclusive education, and CBID.
  2. Excellent facilitation and training delivery skills across diverse audiences.
  3. Strategic and analytical thinking with ability to lead learning processes and innovation.
  4. Skilled communicator, both verbal and written—able to contribute to reports, analysis, and documentation. Fluent in both English and Kiswahili.
  5. A commitment to accountability, trust and inclusion.
  6. Open to travel across Tanzania and adaptable to changing field conditions.

2.3 Administrative Assistant

Location: Zanzibar

Reports to: Country Director

2.3.1 Role and Responsibilities

  1. Administrative Assistant: To support Finance Officer in day-to-day administration work including handling petty cash book and expenses.
  2. Driver: To drive Organization’s Car and manage all the organization’s motor vehicle.
  3. Project Assistant: Support logistical support for project activities and coordination.

2.3.2 Qualifications

  1. Minimum of secondary school education.
  2. Valid driving license and proven driving experience.
  3. Basic computer skills (e.g., MS Word, Excel, email).
  4. Good communication skills in both English and Swahili.
  5. Experience in office administration and logistics is an advantage.

2.3.3 Skills, Abilities and Attitudes

  1. Trustworthy, responsible, and well-organized.
  2. Safe and secure driver.
  3. Ability to work independently and as part of a team.
  4. Flexible and willing to support various roles when needed.
  5. Professional attitude, especially when dealing with partners and stakeholders.
