Position Title: Procurement Officer

Reports to: Operations Manager

Duty Station: Dar es Salaam

Supervises: None

I. Scope of Work

Under the supervision of the Senior Procurement Officer and Operations Manager, the Procurement Officer will take responsibility for procurement and logistical management for both the HQ and Landscape Office. This role involves assisting the Senior Procurement Officer in executing, implementing, and managing all procurement-related functions for WWF Tanzania. Additionally, the Procurement Officer will provide logistical support for fleet management and document all correspondences related to duty and tax exemption certificates. Coordination with the Field Office will ensure effective implementation of procurement standards and WWF policies across all TCO projects.

II. Main Duties and Responsibilities
  • Assist with preparing requests for quotations, bid initiations, and requests for proposals, ensuring timely dispatch via email or other methods.
  • Help maintain up-to-date procurement documents and manuals.
  • Review requisitions for completeness and accuracy, following up on discrepancies with the initiating department, and identifying suppliers from a list of preferred suppliers.
  • Route, copy, and circulate quotes, bids, and proposals for evaluation.
  • Research pricing and obtain quotes locally and internationally for low-value items.
  • In coordination with the Operations Manager, assist with ensuring that procurement processes, including bid security, contract awards, and contract document distribution, are completed.
  • Ensure the correct information is included in the purchase requisition and that the correct materials are specified.
  • Provide purchased materials to the receiving office and complete all necessary actions to finalize the process.
  • Receive approved quotation analysis from the Operations Manager and Head of Finance and create Purchase Orders.
  • Maintain and manage procurement documents for record-keeping and audit purposes.
  • Collaborate with the Senior Procurement Officer to establish and maintain a procurement plan, ensuring timely delivery of goods and services.
  • Assist with preparing various reports, correspondence, and documents related to procurement.
  • Assist with administrative matters such as visa and work permit processing in coordination with the Operations Manager.
  • Perform any other duties as assigned by supervisors.
III. Profile

Required Qualifications:

  • Bachelor’s degree in Supply Chain Management, Procurement and Logistics, Accounting, or Business Administration.
  • A minimum of 3 years of professional experience in procurement, supplies, and logistics, preferably with government or NGOs.
  • Previous experience with international organizations in environmental and/or community issues.
  • Proven skills in supply chain management and logistics.
  • Excellent written and oral communication skills in both English and Kiswahili.
  • Proficiency in computer applications.
