World Food Programme (WFP) Tanzania is seeking to hire a consultant to support Reporting and Partnership functions from February 2025 to April 2025. The position is based at the Country Office in Dar es Salaam and reports to the Head of the Communications, Marketing and Advocacy/Partnerships Unit. The Unit is responsible for engagement with donors, corporate reporting, production of internal and external communication materials, providing support to country office functional units and coordinating reporting and communication activities to meet set requirements.

i) Carry out a range of partnerships activities, analytical work and research to enable WFP to effectively position itself internally and externally to attract resources and technical support to advance its work in the country.

ii) Co-ordinate and draft a high-quality Annual Country Report (ACR) to meet its contractual agreement with donors of publishing the report by 31March 2025.

Key Accountabilities (Not all inclusive-within the delegated authority)

Develop briefs/talking points for senior management and using socio political insights, donor intel and factual information as needed.

Develop products for donor and other audiences which capture key messages from programmatic outcomes to leverage support for WFP’s work in the country.

Draft/edit reports for submission to donors soliciting inputs from relevant units in the CO (example BHA/ECHO interim and final reports).

Support the development of concept notes/proposals to leverage technical support or mobilize resources for WFP’s work in the country

Draft corporate reports, such as country briefs, sit reps, soliciting input and conducting research and socio-political analysis as needed.

Specifically, in relation to the Annual Country Report:

Familiarize self thoroughly with the ACR guidance, including the two corporate platforms: Standard Project Report Intelligent Next Generations (SPRING) and Country Office Tool for Managing Effectively (COMET). Review the general checklist and familiarize self with technical guidance.

Work closely with the Government Partnerships Officer to ensure there is efficient coordination of the internal ACR process including CO submission status, RBJ Reviewer status, and management review and clearance.

Collaborate with functional units including COMET and M&E, programme team, and supply chain for enhanced access to accurate data, and information, to advocate and effectively communicate WFP’s work and impact to donors and partners.

Ensure the ACR calendar is strictly followed and provide support and advice to CO functional units on the ACR guidance.

Draft high-quality ACRs that demonstrate WFP’s organizational performance in Tanzania and highlight WFP’s contribution to the food and nutrition security of the country.

Analyze the outcome and output indicators in terms of baseline data, the previous year, and the current reporting year.

Review food and nutrition security data and ensure that the narrative is consistent with the tables.

Review the beneficiary, tonnage and dollar amount, and other figures in all tables, and address inconsistencies.

Ensure that all components of the ACR are of optimal quality in terms of grammar, format, and general content.

Any other duties as assigned and as required to ensure quality reporting, including producing a snapshot of the ACRs (two-pager per ACR)

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Over 3 years of relevant WFP experience in programme, M&E, report writing and data analysis

Language: Fluency in written and spoken English.

Knowledge & Skills:

Knowledge of WFP reporting and data systems

Strong understanding of information management and results-based reporting; Excellent written and oral communication capacity, inclusive of demonstrated presentation skills, and excellent analytical and proven report writing skills. Ability to deliver results through planning and organizing own activities effectively.

Ability to successfully manage multiple analysis and reporting requests in a deadline-driven environment.

Excellent cross-group collaboration skills and the ability to influence stakeholders. Ability to work in a team and establish effective working relations while working remotely.

Proficiency in MS Office
