Job Opportunities: Terms of Reference – Business Growth Investment Consultancy (November 2024)

1. CAMFED

The Campaign for Female Education, CAMFED, is an international non-profit organization established in 1993 with a mission to multiply girls’ access to education and accelerate the benefits to individuals, their families, and communities in Africa. CAMFED works to tackle poverty and inequality by supporting girls to go to school and succeed, and empowering young women to become leaders of change. CAMFED invests in girls and women in the poorest marginalized communities in sub-Saharan Africa, where girls face acute disadvantage but where their empowerment transforms communities. CAMFED was founded simultaneously in Zimbabwe and the UK in 1993 and currently operates in Ghana, Malawi, Tanzania, Zimbabwe, and Zambia with offices in each country as well as in the UK and USA.

2. INTRODUCTION

CAMFED Tanzania supports young women in rural Africa to launch and grow businesses, including working as groups to form cooperatives and invest in value addition. CAMFED is looking to provide targeted support for young women to grow their businesses in high potential value chains.

3. PURPOSE

CAMFED Tanzania is looking for one or more consultants to support the development of a “Business Growth Investment Plan” for use by the entrepreneurs themselves, supported by CAMFED and partners. These plans will reflect the business interests of young women entrepreneurs, evaluate investments, and document business plans that are likely to lead to significant growth in young women’s incomes, new job creation, and enabling young women entrepreneurs to expand their philanthropy to support marginalized girls to go to school.

The consultants should be experts in the identified sectors. The consultancy is a remote role and can be based anywhere. It may entail occasional travel to meet female entrepreneurs and partners based in CAMFED partner districts. It is expected that most information gathering and work will be conducted through online research and virtual interactions.

4. KEY TASKS

  • Work collaboratively with the CAMFED enterprise team, other team members, and young women entrepreneurs to collate, evaluate, and present information in business plan format for identified opportunities in the following sectors: Apparel and Garment Industry, Sunflower, Spices, Pineapple, Livestock (Poultry and Pig Farming), Nursery, and Childcare. Recommendations should be specific to the context, aspirations, and opportunities for the young women entrepreneurs (as opposed to general sector recommendations).
  • Consider and present factors affecting SWOT analysis of the business, supply opportunities, demand opportunities, and the ability of CAMA entrepreneurs to deliver on the market opportunity.
  • Advise on government sector priorities on agriculture and trade.
  • Investigate and identify buyer and market opportunities.
  • Document expected investments, approximate costs and support, and potential partners to deliver this, including technical training, machinery and processing equipment, quality assurance standards, social media and marketing, exporting and logistics.
  • Calculate and present simple projections of expected impact on incomes, job creation, and philanthropic contributions, and the numbers of entrepreneurs involved.
  • Present risks and mitigating measures.

5. LEVEL OF EFFORT AND TIME FRAME

The initial consulting term is expected to be for up to 10 days per business plan/growth sector. Consultants may apply to prepare a plan for four business sectors in Tanzania: Spices, Pineapple, Apparel & Garment, and Nursery and Childcare. The consulting term can be extended by mutual agreement to include additional growth sectors.

6. SAFEGUARDING PROTOCOLS AND PROCEDURES

CAMFED has a zero-tolerance approach to abuse and exploitation and maintains clear policies and guidelines for safeguarding protocols as part of its broader Child Protection Policy and Code of Practice in relation to children, vulnerable adults, and the wider community. The consultant will be required to confirm in writing that they have reviewed and will conform to these policies and will be provided with additional training by CAMFED before traveling to the field.

CAMFED’s Child Protection Policy and Code of Practice is included as an appendix to this document. The consultant will assume overall responsibility for the execution of the assignment and ensure integrity, privacy, and confidentiality are adhered to.

All reports will be submitted to CAMFED at the end of the activity and will be permanently deleted from the consultant’s database once the final report has been signed off and all assignment deliverables have been met.

7. BUDGET

The budget for this consultancy should be presented in TZS and USD as per OANDA rate and include the total fee rate. Payment will be made against agreed completed assignment deliverables as per the signed contract.

8. TYPE OF CONTRACT

The Consultant will be offered a fixed-price contract to include all the activities and agreed deliverables. Fees and reimbursable costs will be paid based on submission of deliverables – 20% on signing of the contract, 30% after the results have been presented, and 50% on submission and sign off of the final report.
