    Deputy Technical Director/Family Planning Team Lead

    Key Responsibilities:

    MIHR Senior Management Team:

    • Represents Pathfinder International and MIHR’s FP/RH Team within the Project Senior Management Team (SMT) and incorporates the voice of Pathfinder in overall Round 1 management.
    • As part of the SMT, the DTD/FP/RH Lead participates in monthly meetings with the other members of the SMT.
    • Participates in bi-weekly MIHR management meeting with USAID/Washington’s AOR.
    • Contributes relevant information, insights and suggestions to SMT dialogue to support project’s efforts to achieve timely high-quality deliverables in-line with US Government (USG) donor expectations and addressing challenges and implementation bottlenecks.
    • Participates in weekly Technical Team Support meetings to identify ways to improve Tech Team functionality, collaboration and results.

    FP/RH Technical Leadership:

    • Provides technical advisory to project teams on the design, implementation, monitoring and evaluation of FP/RH approaches, ensuring implementation of evidence-based FP/RH approaches in core and field programs.
    • Develops and implements a systematic process to assess and promote scalability and sustainability of approaches implemented in MIHR sites.
    • Based on insights from implementation and evaluation, facilitates approaches to identify and document relevant adaptations to evidence-based practices and generate recommendations to inform global knowledge about scaling evidence-based practices in fragile settings.
    • Keeps abreast of relevant scientific knowledge and project learnings from global implementation, Pathfinder resources and tools, and facilitate the diffusion of knowledge within MIHR to improve technical soundness of the FP/RH portfolio.
    • Through cross-technical and-country team engagements, works with, and support teams to identify opportunities to maximize impact and scale of FP/RH programming.
    • Promotes adoption and strengthen the capacity of country stakeholders, including governing bodies, to align FP/RH programming and service delivery with international standards and evidence-based, innovative, and promising practices, including those implemented by MIHR.
    • Contributes to annual and quarterly work plans and provide overall FP/RH technical guidance in line with USAID guidelines to achieve project objectives

    Thought Leadership:

    • Provides strategic guidance and leads the FP/RH team in effectively contributing to the implementation of the FP/RH legacy themes and learning agenda.
    • Identifies, documents, and communicates project advancements and implementation experiences to contribute to global technical leadership; lead/support draft publications and external technical products and communications
    • Identifies and engages in collaborations with relevant external organizations, conferences, learning platforms and events to showcase and disseminate lessons from the project.
    • Works with the KM team to develop and implement a documentation and knowledge dissemination to facilitate knowledge diffusion within and across the project countries and the global community

    External Engagement:

    • Liaises and maintains relationships with the ecosystem of actors, including USAID, missions, and international and local partners to advance family planning technical practice through collaborative exchanges and shared learning.
    • Represents Pathfinder and MIHR on global technical working groups, including participating in the IBP Network (WHO), IAWG Emergency Preparedness and Resilience SWG, and IAWG Self Care Task Team and Self Care Trailblazer Group.

    MEL Support:

    • Promotes and supports implementation of a process for bi-annual review of the project’s FP/RH and gender data, and use of this data for programmatic decision making, in coordination with the country MERL and technical teams.
    • Leads or contributes to the evaluation and research studies

    Operational Support:

    • Coordinates the FP/RH team to ensure timely contribution to quarterly/annual work plans and reports.
    • Supervises the Senior Technical Advisor, FP/RH and Gender, the Gender/Youth Senior Technical Advisor, and Operational supervision for the Deputy Director for Knowledge Management and Communications positions for Pathfinder in the project
    • Ensures compliance with USG regulations and procedures

    What You Bring:

    • Master’s degree in public health or related field with at least five years of experience post matriculation.
    • 15+ years’ experience working in developing countries in the health sector and successfully managing a high-paced multi-disciplinary team to achieve development results.
    • 10+ years’ experience in managing donor-funded projects from design to implementation to completion in developing countries.
    • Proven track record for achieving expected results on donor-funded projects in developing countries.
    • Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation, and reporting of donor-funded program activities.
    • Solid understanding of family planning and reproductive health (FP/RH) service delivery, quality of care for FP/RH, and demand generation and mobilization through the private health sector.
    • Previous experience related to priority MIHR Countries, including South Sudan, Tanzania, DRC, Mali, Burkina Faso, and Benin
    • Demonstrated ability to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of international health sector development programs.
    • Experienced in partner management, complex team supervision, and achieving results on program commitments.
    • As demonstrated by experience, ability to liaise with senior officials, partners and donor officials.
    • Demonstrated ability to lead and guide team in the timely completion of all required reporting and performance deliverables under a multi-million USD contract.
    • Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment.
    • Ability to present results and products to donor and other key stakeholders.
    • Fluency in written and spoken English.

    Preferred Qualifications:

    • Technical expertise in development and adaptation of FP resilience frameworks to support SRHR service delivery and uptake within emergency and fragility contexts.  
    • Strong understanding of qualitative and quantitative research methods.
    • Fluency in French is highly desirable.
