Consultancy Services OverviewThis Term of Reference invites a registered firm based in Tanzania to provide consultancy services to Hand in Hand Eastern Africa (TZ) for the development of the organization’s next five-year strategic plan for the period 2026 – 2030.

Hand in Hand Eastern Africa (TZ) is a registered NGO under the Ministry of Community Development, Gender and Children in Tanzania. The organization focuses on economic and social empowerment for marginalized communities, enabling participants to lift themselves out of poverty. Hand in Hand EA – TZ is part of the global Hand in Hand network, specifically addressing the needs of rural and peri-urban smallholder farmers, with 80% of the participants being women.
The organization currently operates in six regions: Arusha, Kilimanjaro, Dodoma, Singida, Simiyu, and Manyara. Registered in 2016 with its headquarters in Arusha, Hand in Hand Tanzania has trained over 60,000 members and facilitated the creation of over 35,000 enterprises and 50,000 jobs.
Hand in Hand’s model involves mobilizing self-help groups, delivering enterprise skills training, promoting financial access, and linking groups to broader markets.
2. Purpose of the AssignmentThe goal of this consultancy is to develop a comprehensive Strategic Plan that will guide the organization’s operations, growth, and sustainability for the next five years. The strategic plan will define the organization’s priorities, strategic objectives, and implementation framework, ultimately enhancing its effectiveness and impact.
3. Objectives of the AssignmentReview and develop the strategic plan:
Clarify the vision and mission through a participatory process with key stakeholders, setting the strategic direction and defining thematic areas.Define indicators to measure strategic goals
Ensure alignment with current development trends, donor priorities, and national policies.
Engage stakeholders at various stages, including:
Clarification of the vision
Validation and finalization of the strategic plan
Define initiatives to resolve recurring issues and root causes, incorporating quick-wins, medium, and long-term solutions
Compile findings into a single document for review.

Key assessment findings
Strategic Goals, Vision, and Mission
Strategic Solutions and Action Plans
Results Framework with Clear Indicators
Monitoring and Evaluation Plan
Final Presentation for stakeholder validation and approval.
Inception Report (written + presentation)

Data Analysis Report (written + key findings)
Draft Strategic Plan (draft + presentation)
Validation Workshop Report (workshop summary + feedback)

The consultant should meet the following qualifications:
Experience: At least 5 years in developing strategic plans consultatively.
Education: A Master’s degree in a relevant field (e.g., development studies, business administration, social sciences).
Skills: Strong understanding of participatory planning processes, NGO operations, and stakeholder engagement. Excellent communication and report writing skills in English.
