PROJECT OVERVIEW
The purpose of the USAID NextGen Ugavi Bora, Afya Bora activity is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. USAID NextGen Ugavi Bora, Afya Bora activity must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.
This is a full time position with an initial contract through September 2025 and the possibility of a one-year extension subject to continued funding.
JOB SUMMARY:
The HIS Machine Learning Specialist will support the USAID NextGen Ugavi Bora, Afya Bora activity by leveraging AI/ML to optimize Tanzania’s public health supply chain and pharmaceutical services. This role focuses on developing predictive models, demand forecasting, anomaly detection, and decision-support tools to enhance the availability, accessibility, and appropriate use of health commodities. The specialist will work closely with the Data & Analytics Team Lead, supply chain managers, and government stakeholders to strengthen data-driven supply chain management (SCM) and pharmaceutical regulatory systems.

QUALIFICATIONS:
Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
1. Degree in Data Science, Artificial Intelligence, Machine Learning, Computer Science, Supply Chain Analytics, or Public Health Informatics or related fields.
2. 2+ years in ML/AI, with exposure to supply chain/pharmaceutical data
3. Strong programming skills in languages such as Python or R, with experience in ML frameworks (e.g., TensorFlow, PyTorch, Scikit-learn).
4. Experience working with large datasets, data integration, and data cleaning.
5. Proficiency in database management systems (e.g., SQL, PostgreSQL, MySQL).
6. Ability to collect, analyze, prepare and present supply chain data on health commodities.
7. Familiarity with Tanzania’s health supply chain systems (e.g., eLMIS ).
8. Strong collaboration skills with multidisciplinary teams.
9. Proficiency with Jira or similar project tracking tools for issue management and follow-up.
10. Excellent communication skills, with the ability to effectively liaise between technical and non-technical stakeholders, and proficiency in both written and verbal English and Swahili.
11. Previous work experience with USAID-funded projects or similar donor-funded initiatives is desirable.
12. Experience working with the Government of Tanzania and other NGOs preferred.
