VACANCIES ANNOUNCEMENT
On behalf of the Secretariat International Conference on the Great Lakes Region (ICGLR), the President’s Office — Public Service Management and Good Governance (PO-PSMGG), invites dynamic and suitably qualified Tanzanians to fill three (3) vacancies:
- Program Director, Peace and Security
- Program Director, Economic Development and Regional Integration
- Legal Advisor
As follows:
1. Program Director, Peace and Security
Job type: Full-time
- Post: Program Director, Peace and Security
- Reports to: Executive Secretary through the Deputy Executive Secretary
- Organisation: International Conference on the Great Lakes Region (ICGLR)
- Languages: English, Kiswahili, or French mandatory; Portuguese is an added advantage
- Eligibility: Citizens of 12 member states of ICGLR
- Opportunity Type: Contract (3-year contract, renewable once based on satisfactory performance)
- Relevant Experience: 15 years minimum
- Expected Start Date: March 2025
- Job Location: ICGLR Conference Secretariat, Bujumbura, Burundi
- Salary Scale: P5
Background regarding security:
The Conference Follow-up Mechanism (RFM) and the States of the Great Lakes Region have an important vested interest in the maintenance of peace and security. The Program Director, Peace and Security, is tasked with ensuring the region’s governments work towards fulfilling the peace and security objectives of the ICGLR.
Job Summary:
The Program Director’s role involves managing peace and security programs within the Secretariat, working with ICGLR member states to promote security and stability across the region.
Specific Tasks & Duties:
- Act as the primary contact for all peace and security-related programs.
- Facilitate and promote peace and security projects, assisting in the initiation and implementation of peace and security protocols.
- Monitor and report on the progress of projects in the peace and security cluster.
- Organize and oversee meetings and seminars related to peace and security.
- Work closely with international and regional partners such as the AU, UN, and the World Bank.
- Maintain a database related to peace and security matters.
- Prepare and present reports on the progress of peace and security programs.
Candidate Profile:
- At least a Master’s degree from a recognized institution in law, economics, peace studies, or a related field.
- Minimum of 15 years of relevant experience in peace and security project management.
- Strong leadership skills, professionalism, and reliability.
- The candidate should not have worked for more than three years in the ICGLR member states.
- Familiarity with international peace-keeping projects and negotiations is an advantage.
2. Program Director, Economic Development and Regional Integration
Job type: Full-time

Background:
The role of the Program Director, Economic Development and Regional Integration, involves managing the economic development programs within the region. The Director will be responsible for fostering regional cooperation and integration, facilitating economic growth, and strengthening partnerships.
Job Summary:
This position ensures that the economic development programs and regional integration efforts are implemented successfully, working closely with member states and regional organizations to achieve economic cohesion across the Great Lakes region.
Specific Tasks & Duties:
- Serve as the contact person for all economic development and regional integration programs.
- Initiate and implement economic development projects and programs for the ICGLR.
- Develop project proposals, mobilize resources, and secure funding for projects.
- Supervise staff and coordinate activities across the EDRI department.
- Monitor budgets and ensure effective resource utilization.
- Foster and maintain partnerships with regional and international organizations.
- Prepare reports for management on the progress of programs and projects.
Candidate Profile:
- Master’s degree in Economics, Business Administration, or any related field.
- Minimum 15 years of professional experience in regional development and economic integration.
- Strong leadership and management skills, with a proven track record in coordinating large projects.
- Ability to manage multinational teams and work in a multicultural environment.
3. Legal Advisor
Job type: Full-time
- Post: Legal Advisor
- Reports to: Executive Secretary
- Organisation: International Conference on the Great Lakes Region (ICGLR)
- Languages: English and/or Kiswahili, French mandatory; Portuguese, Arabic optional
- Eligibility: Citizens of ICGLR Member States
- Opportunity Type: Contract (3-year contract, renewable once based on satisfactory performance)
- Relevant Experience: 10 years minimum
- Expected Start Date: March 2025
- Job Location: ICGLR Conference Secretariat, Bujumbura, Burundi
- Salary Scale: P4
Background:
The Legal Advisor will be responsible for providing legal support to the ICGLR, ensuring that all international agreements and protocols are in compliance with legal standards. The role includes providing expert advice and managing legal documentation for the organization.
Job Summary:
The Legal Advisor will manage and interpret legal agreements, assist in negotiations, and support the implementation of various legal instruments within the ICGLR.
Specific Tasks & Duties:
- Advise on the ratification and implementation of international legal agreements.
- Draft and interpret legal instruments, contracts, and agreements for the ICGLR.
- Represent the Secretariat in legal proceedings and manage litigation.
- Provide legal advice on peace and security matters.
- Maintain the custody of the ICGLR’s legal documents.
- Assist in the preparation of reports and documents related to the legal aspects of the organization.
Candidate Profile:
- Master’s degree in Law, Post-graduate education in International Relations.
- At least 10 years of professional experience in international law and legal work.
- A valid practicing license and experience in legal research, report-writing, and legal proceedings.
- The candidate should have prior experience working with regional or international organizations.

- All applicants must have the ability to coach and transfer knowledge to subordinates and colleagues.
- Computer literacy (in data management, word, and spreadsheet applications).
- Applicants must be Tanzanian citizens aged between 35 and 55 years.
