Objective

HFHI, in partnership with TMRC, seeks a company/consultant to provide Technical Assistance (TA) for developing a wholesale housing microfinance product for Financial Service Providers (FSPs) in Tanzania.

Key Objectives

Design the wholesale microfinance housing product for FSPs.

Draft product support documents, including lending and internal operations manuals.

Conduct risk assessments and provide recommendations for risk management.

Train TMRC staff and board on housing microfinance and the new product.

Support TMRC with board presentations to secure product approval.

The goal is to develop the wholesale product, build TMRC’s capacity to manage it, and obtain board approval.

Scope of Work

HFHI, TMRC, and the consultant will collaborate to design a housing microfinance wholesale product for TMRC, enabling Financial Service Providers (FSPs) to lend to individual borrowers. The product may involve refinancing existing loans or prefinancing new ones to enhance homeownership among low-income households.

Consultant Activities

Project Scoping

Finalize scope, implementation plan, timelines, and resources with TMRC and HFHI.

Product Design

Develop a wholesale product aligned with FSP retail offerings.

Identify and mitigate risks, develop scenarios post-pilot, validate the product with FSPs, and create monitoring tools.

Capacity Building

Train TMRC staff on product design, implementation, and management.

Ensure knowledge transfer to support product rollout and operations.

Operations Manual

Draft and integrate the wholesale product manual with internal operational guidelines.

Review and advise on agreements with FSPs.

Board Training

Train TMRC board members on the product, provide a training plan, reports, and recommendations.

Project Reporting

Deliver a final project report with recommendations for successful product rollout.

Eligibility criteria

The Research Company/consultant Should

Have at least ½ experiences in development of wholesale product for the mortgage refinance

Detailed Understanding of the Mortgage Refinance Companies and some of their products

Understanding of the Tanzanian Financial market

Assigned personnel should have the relevant qualifications in the field of research, product development, and project management

Experience in offering technical support and capacity building

Ability to achieve maximum scope of reach with limited resources

Proposal Evaluation

This consultancy offers a pivotal opportunity to impact the housing microfinance landscape in Tanzania by enhancing the capabilities of TMRC to offer capital/financing through the wholesale product to its members institutions, thereby increasing access to essential financial services for underserved communities.
