  1. Introduction and Background

Hand in Hand EA-TZ is a registered NGO by the Ministry of Community Development, Gender and Children with a mandate to operate within the United Republic of Tanzania, working for the economic and social empowerment of its poorest citizens to enable program participants to lift themselves out of poverty. HiH EA – TZ is part of the Hand in Hand network. HiH EA- TZ works with the marginalized, vulnerable poor rural and peri-urban smallholder farmers (80% women) to help them lift themselves out of poverty through the power of entrepreneurship.

Hand in Hand Tanzania operates in 5 regions Arusha, Kilimanjaro, Dodoma, Singida and

Manyara Regions. HIH TZ was registered in 2016, with its headquarters in Arusha. Hand in Hand Tanzania has so far mobilized and trained over 50,000 members who has created over 26,000 enterprises and over 30,000 Jobs in the Tanzanian programs.

Hand in Hand model is based on setting up or mobilizing self-help groups that act as savings groups, delivering enterprise skills through training, promoting financial access and provide linkage to broader markets.

  1. Project Description

The agricultural sector plays a crucial role in the economies of Tanzania, with smallholder farmers representing a significant portion of the workforce. However, many smallholder farmers face challenges in accessing relevant and practical resources that can empower them to transition from subsistence farming to successful entrepreneurship. To address this gap, Hand in Hand East Africa (HiH EA) are embarking on a 3-year project, (Aug 2022 – December 2025) funded by Chem Chem Association. Chem Chem project seeks to increase the number of people reached through HiHEA’s improved four-step model of enterprise development in Tanzania.

 

The overall Objective of the project is to reduce poverty and improve household wellbeing for 2800 people in Tanzania, creating a total of 1960 enterprises and 2548 jobs in the process.  Honey production has generally increased in many areas around the world and is said to increase the income of the households who are involved in honey production. An increase in interests on beekeeping by many people due to its importance derived from it and various countries are supporting the activity.

Beekeeping offers significant income-generating potential through honey, beeswax, and value addition activities, making it a viable enterprise for beekeepers in Manyara due to the region’s favorable environment and market opportunities.

This training targets 85 beneficiaries in Manyara, contributing to the project’s goal of creating 1,960 enterprises and 2,548 jobs by equipping members with skills to establish sustainable beekeeping businesses.

 

With this background, Hand in Hand Eastern Africa, Tanzania is therefore looking to engage an experienced registered consulting firm to train project beneficiaries in Manyara Region on modern beekeeping to provide income opportunities.

  1. Objectives of the Consultancy

The general objective of the consultancy is to train project beneficiaries’ skills set in modern beekeeping practices to improve their productivity through increased honey yield by 30%, use of modern beehives, best management practices and access to markets. The training is anticipating reaching 85 beneficiaries in Manyara region. The ultimate goal of the training is to establish sustainable enterprises within three years.

  1. Scope of the work

The consulting firm will be responsible for:

Conducting training in commercial beekeeping to beekeeping farmers in Babati DC. The training will cover the following contents combining classroom sessions, field demonstrations and hands on practice;

  • Introduction to beekeeping and its importance
  • Bee products – types, uses, processing, storage and marketing
  • Types of beehives (pros and cons), beehive tools
  • Making modern beehives making using locally available materials and
  • Maintenance
  • Bee forage – identifying and preserving bee friendly plants and environmental conservation
  • Apiary setting sitting and site selection
  • Life cycle of bees, colonization, and baiting
  • Management of apiaries, beehives, hive inspection, safety & hygiene
  • Honey harvesting (& other bee products) and storage
  • Pests & diseases and their control

The overall objective of this consultancy is associated with a call for a Vat Added Tax (VAT) registered firm based in Tanzania to provide consultancy services to Hand in Hand Eastern Africa (TZ) to provide community members with skills set in modern beekeeping practice to improve productivity. In Manyara the training will be conducted to 85 members in 2 centers of Babati DC, 1 Center will be in Manyara ward with 35 members (Manyara Village), 1 in Mwada Ward with 50 members (Ngoley Village). Specifically, each consultant will be required to provide training for 3 days in each center as mentioned.

  1. Deliverables
  • Submit an inception report within 7 days of contract signing detailing training content and methodology
  • Provide detailed training modules in English and Swahili and curriculum tailored to rural learners
  • Delivery of beekeeping training to members
  • A training report detailing the modules covered, participants feedback and comprehension assessment via survey or practical tests.
  • A database of beekeeping farmers trained
  • Recommendations for post training support needed eg market linkage or mentorship
  1. Qualifications and experience

Hand in Hand is requesting the consultants to submit proposals to respond to this Terms of Reference outlined above. We expect the consultancy firm or consultant to demonstrate the skills and experience outlined below (or equivalent):

  • Proven expertise in Bee-keeping Sub-sector in Tanzania with Competency in delivering training practical bee keeping training in Tanzania, with experience in at least 5 years in a similar rural program
  • Demonstrated experience in conducting similar training programs in rural settings and employ appropriate adult learning methodology and be practical as much as possible.
  • Strong communication skills and the ability to convey complex information in a simple and practical manner.
  • Familiarity with the agricultural context in Tanzania, particularly in the Manyara will be an added advantage.
  • Demonstrated experience of successfully developing training approaches (curriculum, training materials and practical capacity building) for value chain focused programs
  • Proven experience of working alongside international and national teams within civil society organizations; NGOs, academic institutions, social enterprises etc.
  • Ability and willingness to travel across the project areas, Manyara in Tanzania
  • Fluency in verbal and written English and Kiswahili – Fluency in Kiswahili and English with ability to provide tax compliant EFD receipt

  • A detailed technical proposal outlining their understanding of the assignment, proposed methodology, and work plan.
  • Identify potential challenges such as transport logistics, literacy levels of participants and propose mitigation strategies.
  • A summary of the skills and experience of the consultant together with her/his CV showing relevant previous assignments and clients.
  • Financial proposal detailing consultancy fees, taxes, travel, accommodation and training material costs.

This ToR provides a comprehensive framework for engaging a qualified consultant to deliver high-quality training on commercial Beekeeping and honey production best Practices and ensuring the successful transfer of skills and knowledge to the targeted beneficiaries in Manyara.

  1. Budget and Payment   

The consultancy firm shall submit a detailed budget breakdown splitting the consultant’s fees and expenses. payment terms will be finalized with the firm upon contract signing.
