Background Information on Hand in Hand Eastern Africa
Hand in Hand EA (HiH-EA) is registered in Kenya as a Non-Governmental Organization (NGO) with a mandate to operate within the Eastern Africa region. HIH EA is part of the Hand in Hand Global Network that comprises affiliated organizations that mutually pursue the shared goal of poverty alleviation while supporting poorer communities to create sustainable enterprises and jobs.
HIH-EA strives to work with the marginalized communities in the areas of economic and social empowerment using a participatory approach aimed at helping poor people fight poverty and vulnerability.
The HiH-EA enterprise and job creation approach is based on a philosophy of self-help, providing training, skills and support to enable poor people, particularly women, to build sustainable enterprises. This provides for a higher level of income for them and their families, which in turn contributes to greater food security, better education for children, increased access to healthcare, improved housing and overall improved livelihoods.
Background of the assignment
HIH EA strategic plan of 2023 2027 stipulates that the organization will require Kes.6.6B to achieve the goals and objectives by 2027. This has then necessitated the need of an elaborate yet realistic Resource Mobilization Strategy, a fundraising policy and a comprehensive campaign. Hand in Hand has a fundraising growth plan of 20% increase year on year from diversified sources of income that includes donor funding as well as internal revenue streams. HIH EA has a local fundraising team that receives major support from Hand in Hand network partners who together, they ensure the institution achieves a healthy funding pipeline. HIH EA is seeking for a firm to panel bit and concretize the RM Strategy, develop a fundraising policy and conduct a comprehensive campaign feasibility study that will streamline the working and maximize the funding mix for institutional sustainability.
Scope of work
1. Review relevant HIH EA documents and consult with HIH key stakeholders to better understand the contexts, needs, priorities for the period 2023-2028. Align with the organizational ambitions, innovations and interventions as per the institutional strategies, policies, and frameworks tackling the key challenges, needs, and priorities (both institutional and sectoral development).
2. Review and edit the current RM Strategy and ensure it is fully integrated with clear background to HIH EA, monitoring framework with Key Performance Indicators (KPIs) aligned to the Balanced Score Card, standard operating procedures, and risk matrix.
3. Revamp the HIH EA RM Strategy and ensure to develop a fundraising plan for the medium term and long term. It should also include analysis of forward-looking opportunities and strategies and mechanisms for practical execution.
4. Develop the Fundraising Policy that is responsive to the RM Strategy and fundraising framework and well aligned with other existing institutional policies.
5. Conduct a comprehensive campaign feasibility study and develop a campaign report and plan, accompanied by 2 campaign cases for Support that are relevant and applicable to HIHEA's objectives.
- Develop RM Strategy, Fundraising Policy, and Comprehensive Campaign PowerPoint abridged versions.
- Conduct RM Strategy and Policy Dissemination Session.
Expected Deliverables
- A comprehensive resource mobilization strategy.
- A Fundraising policy.
- A capital campaign feasibility report and 2 (two) campaign cases that are relevant and applicable to HIHEA's objectives.
- Abridged PowerPoint version of the RM Strategy, Fundraising Policy, and the Comprehensive Campaign Visibility Report.
- A dissemination forum.
Required Qualifications, Experience, and Competencies of Lead Consultant
- Advanced Degree (Masters or above) in a relevant field such as Development Studies, Business Administration, Economics, International Relations and Public Administration, or any closely related field with a proven track record in resource mobilization, advancement, developing strategy documents, project design, and business development
- At least 10 years of experience working in the development sector, preferably in resource mobilization, advancement, fundraising, programme design and management or programme evaluation for a regional organization akin to HIH EA.
- Experience working with different donors and development partners especially in economic empowerment or entrepreneurship in East Africa
- Demonstrated ability to research and conduct in-depth analysis, producing clear reports with strategic recommendations.
- A deep understanding of fundraising campaigns, HNWI engagement, private sector engagement, public Relations, Marketing, Branding, Digital Media, Digital Fundraising and impact communication.
- Good communication and interpersonal skills, ability to foster networks and partnerships.
- Ability to complete complex assignments in a timely manner and deliver high quality results.
Budget and Level of Effort (LOE)
The expression of interest by the firm should state the charging rates (in Kenya Shillings).
The LOE required is estimated at 30 days
Ethical Considerations
The evaluation must conform to International ethical guidelines for research and evaluations.
The selected evaluation firm will be responsible for safeguarding and ensuring ethics at all stages of the evaluation process.
The evaluation firm will be responsible for managing any potential ethical risks and issues and must put in place processes and systems to identify report and resolve any ethical issues that might arise during the implementation of the evaluation.
