Job summary

The Collaboration, Learning, and Adapting (CLA) Advisor will play a critical role in enhancing the effectiveness of the USAID Usalama wa Afya Duniani project by promoting an adaptive management culture and ensuring that learning, collaboration, and adapting are integrated into the project’s implementation. The CLA Advisor will lead efforts to support the project team in using data, evidence, and experience to adapt activities, improve outcomes, and foster innovation. The CLA Advisor will also facilitate knowledge-sharing and collaboration with stakeholders to promote sustainable development outcomes through building processes and principles that will improve project performance across indicators and therefore achieve USAID’s objectives.

 

Key Responsibilities:

  • Facilitate collaboration among project staff, USAID counterparts, implementing partners, and local stakeholders to encourage collective problem-solving and resource sharing.
  • Develop and implement mechanisms for external collaboration with other USAID-funded projects, host-country government entities, and non-governmental organizations (NGOs) to maximize impact.
  • Facilitate collaborative planning sessions to finalize learning activities that address learning questions of relevance to key stakeholders.
  • Promote a learning culture within the project team by ensuring that lessons learned are systematically captured, shared, and applied.
  •  Coordinate learning sessions (e.g., workshops, communities of practice) to exchange knowledge, best practices, and innovations across teams and partners.
  • Work with project leadership to analyze performance data, identify gaps, and recommend adjustments to strategies or activities as needed to improve outcomes.
  • Develop and maintain learning frameworks and tools, ensuring that project activities reflect evidence-based decision-making and continuous improvement.
  • Support creation and distribution of Project ECHO session materials, including course content, curriculums, and schedules.
  • Coordinate the delivery of Project ECHO sessions by effectively managing subject matter experts (SMEs), facilitators, and spoke participants.
  • Oversee and review data in the iECHO database, analyzing and utilizing it for continuous improvement.
  • Guide the project in conducting periodic reviews and assessments, such as annual reviews, that help assess progress and inform adaptive management.
  • Support the development and revision of project strategies and annual work plans, ensuring that lessons learned, and adaptive strategies are embedded.
  • Provide TA to ensure that adaptation and learning are integral components of the project’s implementation cycle, from design to final evaluation.
  • Oversee the integration of CLA principles into the project’s Monitoring, Evaluation, and Learning (MEL) system, ensuring that monitoring and evaluation results are used to foster adaptive management.
  • Support the development of capacity-building activities for project staff and partners to strengthen understanding and application of CLA principles.
  • Working closely with the Knowledge & Information Manager, Train project staff in knowledge management, learning practices, and the integration of CLA in day-to-day operations.
  • Contribute to project reporting (e.g., quarterly, and annual reports) by documenting key learning moments, adaptive changes, and how CLA principles are being integrated into the project.
  • In collaboration with the Communication, Knowledge & Information Manager, ensure that success stories and lessons learned are captured and communicated effectively to USAID, stakeholders, and the broader development community.
  • Support the preparation of CLA-related deliverables and presentations for USAID, ensuring compliance with project goals and USAID regulations.
  • Maintain effective working relationships with USAID and other key stakeholders to ensure CLA practices align with broader USAID goals and policies.
  • Participate in USAID’s CLA-related forums and initiatives, contributing to the broader community of practice within the USAID-funded projects.

 

Qualifications and Requirements:

  • Bachelor’s Degree in the relevant field with a master’s degree in international development, Social Sciences, Monitoring & Evaluation, Public health, or a related field.
  • Minimum of 5 years’ demonstrated experience in leading and facilitating collaborative learning processes, knowledge management, and/or adaptive management approaches.
  • Specific training in project management will be considered an added advantage.
  • Experience in knowledge management, or continuous learning in health.

 

Skills and Competencies

  • Strong knowledge of project management cycles, including the ability to lead strategic planning, learning, and adaptation activities.
  • Excellent communication, presentation, and writing skills, with the ability to engage diverse stakeholders and facilitate learning activities.
  • Proven capacity to work effectively in a team environment, including remote management and coordination with multiple stakeholders.
  • Ability to analyze data and use findings to improve project performance and decision-making.
  • Familiarity with M&E systems and how they interconnect with CLA processes (e.g., performance data, feedback loops, and adaptive learning).
  • Strong interpersonal and leadership skills to build relationships with project staff, USAID, and local stakeholders.
  • Proficiency in MS Office Suite, project management tools, and knowledge-sharing platforms (e.g., SharePoint, Confluence, etc.).
