INTRODUCTION
Heifer International is an international development organization dedicated to improving food security and income opportunities for rural families while promoting sound stewardship of natural resources. As a private, non-governmental organization based in Little Rock, Arkansas, Heifer has created lasting change for farming households in over 125 countries across Latin America, Africa, Asia and Eastern Europe for over 70 years.
Since 1944, Heifer International has helped more than 36 million families lift themselves out of hunger and poverty. Our goal is to help families achieve living incomes, which will allow them to feed their families daily, educate all their children; and have proper housing, water, hygiene, and other essential resources. When many families gain this new sustainable income, it brings new opportunities for building schools, creating agricultural cooperatives, forming community savings, and funding small businesses.
Heifer Global has a target to help 10 million households achieve sustainable living income by 2030 for which Heifer Africa’s contribution is 6.745 million households.
PURPOSE OF THE ASSIGNMENT
To support the rapid mobilisation, onboarding, and development of a high-performing and inclusive team for the Climate-Smart Dairy Transformation Project, in line with project targets, donor expectations, and national labour policies.
CONSULTANT’S OBLIGATIONS
- The Consultant shall for the duration of this agreement provide the following services:
Talent Acquisition and Mobilisation
- Develop and manage a recruitment plan for 20+ technical and support roles, aligned to project phasing and geographic rollout.
- Draft job descriptions and manage recruitment for the respective roles
- Support on boarding and induction processes for all new staff.
- Design mechanisms to track hiring and on boarding actions.
HR Systems and Tools
- Set up or adapt HR information systems to track staff roles, locations, contracts, and on boarding needs.
- Support contract management, role grading, and alignment with Heifer Internal Benchmarking Standards.
- Risk Mitigation and Compliance
- Identify and advise on HR risks including capacity gaps, high turnover areas, and compliance risks.
- Ensure alignment with Tanzanian labour law, IFAD requirements, and Heifer’s HR policies.
REPORTING
- Detailed HR mobilization plan and hiring tracker
- Finalised job descriptions for all project roles
- Induction toolkit for project staff
- Monthly HR update reports to the Project Steering Committee
REQUIRED QUALIFICATIONS AND EXPERIENCES
- 10 to 15 years of Human Resource experience
- Strong HR Generalist experience and consulting
- Experience in Organization Design and Development
- Strong Rewards Management experience
- Experience in Policy and Job Description writing
- Minimum First Degree in Human Resources
REPORTING
- The Consultant will report to the Country Director Tanzania
TERMS OF PAYMENT
- The consultant shall be paid subject to an acceptable performance report.
- Payment shall be made in thirty (30) days upon submission of invoice and service performance report.
- No advance payment shall be made.
- This Agreement is deemed to commence on the date upon signature by either party.
