    Duties and Responsibilities

    • Overseeing the preparation and implementation of urban development plans, guidelines and policies, ensuring they align with national and county policies; 
    • Reviewing and recommending to the county government for approval projects and programmes on urbanization and urban development;
    • Coordinating gender mainstreaming and social inclusivity in urban projects and programmes;
    • Reviewing and recommending for approval appropriate legislations on urbanization and urban development;
    • Collaborating with various stakeholders, including national government agencies, development partners, private sector, and communities, to promote inclusive urban development;
    • Managing resources allocated for urban development projects, including budgeting and financial oversight;
    • Conducting regular assessments of urban development projects to ensure they meet their objectives and deliver desired outcomes;
    • Evaluating and recommending for approval research findings on urbanization and urban-related issues;
    • Ensuring coordination of advisory on best practice on urbanization and urban development;
    • Ensuring coordination of innovation and use of modern technology in urban and urban development practices;
    • Reviewing and ensuring implementation of strategies for the domestication of international urban agenda into the county policies and programmes;
    • Reviewing and recommending joint projects to be implemented by both levels of government in urban areas; and
    • Providing training and support to urban development professionals and local authorities to enhance their skills and knowledge.
    • Performing any other duties and responsibilities that shall be assigned by the supervisor (s) from time to time

    Requirements for appointment

    • Be a citizen of Kenya;
    • Has at least seven years post-qualification professional experience in urban development and engineering works;
    • A Bachelor’s degree in any of the following disciplines: Urban & Regional Planning; Civil Engineering, Urban Design, Land Economics, Architecture, Environmental Planning and Management or equivalent qualification from a university recognized in Kenya;
    • A master’s degree in the relevant field is an added advantage;
    • Is registered as a Physical Planner or Engineer under the Physical Planners Registration Act  1996 and Engineers Board of Kenya;
    • Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) or Town and County Planners Association (TCPAK) or Institution of Engineers of Kenya (IEK) and in good standing;
    • Has a certificate in Senior Management Course lasting not less than 4 weeks from a recognized institution;
    • Be proficient in Computer Applications;
    • Has a proven administrative ability and professional competence necessary for effective performance of work at this level;
    • Demonstrate managerial and professional competence in work performance and exhibit a thorough understanding of national policies, goals, objectives, and ability to relate them to urban development matters; and Is not otherwise disqualified under the provisions of Chapter Six of the Constitution or any other written law.

    Duties and Responsibilities

    • Initiating, preparing and monitoring the implementation of county and local physical and land use development plans;
    • Formulating county physical and land use planning policies, guidelines and standards;
    • Providing advice on development applications and development control matters;
    • Undertaking research on matters relating to physical and land use development planning at the county level;
    • Recommending to the county government the establishment of planning units as may be necessary;
    • Providing advice to government and private agencies on development proposals and plans
    • Implementing and providing feedback on physical and land use planning guidelines and standards;
    • Providing technical advice on matters concerning alienation and appropriate use of land such as change of use, extension of use, extension of lease, sub-division of land, and amalgamation of county land;
    • Communicating decisions of the county government development applications;
    • Maintaining a land information system to guide physical and land use planning;
    • Communicating decisions of the county government on development applications; 
    • Issuing development permission and other development control instruments under the Physical and Land Use Planning Act, 2019 with the approval of the county executive committee member in charge of physical and land use planning;
    • Monitoring and evaluation of physical and land use planning projects and programmes at the county level.

    Requirements for Appointment

    For appointment in this grade, a candidate must;

    • Have  Kenyan citizenship;
    • Have served in the grade of principal physical planner and above as provided for in the Scheme of Service for Physical Planning Personnel;
    • Hold a Bachelor’s degree in any of the following disciplines: Urban and Regional Planning, Town Planning or related discipline from a recognized institution;
    • Possession of a Master’s degree in Urban and Regional Planning, Urban Management & Development or any other equivalent qualification from a recognized institution will be added advantage;
    • Have at least seven years’ post-qualification professional experience in physical and land use planning;
    • Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) or Town and County Planners Association (TCPAK) and in good standing;
    • Be registered as a physical planner under the Physical Planners Registration Act, 1996 and is in good standing with the relevant professional body;
    • Have a certificate in Senior Management Course lasting not less than 4 weeks from a recognized institution;
    • Have a certificate in computer application skills from a recognized institution;
    • Have demonstrated merit and shown ability as reflected in work performance and results; and Not have been disqualified under the provisions of Chapter Six of the Constitution or any other written law.

    Duties and Responsibilities

    The Municipal Manager will report to the Municipal Board and be responsible for the following functions:

    • Act on behalf of the Municipal Board ensuring the execution of the decisions of the Board;
    • Prepare and present for approval to the Board of the Municipality, an annual estimate of revenue and expenditure;
    • Be principally responsible for building and maintaining a strong alliance and effective working relationships between the Board and the civil society, private sector, and community-based organizations;
    • Prepare, and submit to the Board an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Board;
    • Act as an ex-officio member of all committees of the Board;
    • Exercise supervision over all departments and agencies of the Municipality and coordination of its activities;
    • Administer and enforce all Municipality By-laws, resolutions, franchises, leases, contracts, permits, and other Municipality decisions;
    • Prepare and administer the annual Municipality budget;
    • Administer Municipality utilities and property;
    • Encourage and support regional and intergovernmental cooperation;
    • Promote cooperation among the Board of the Municipality, staff, and citizens in developing Municipality policies and building a sense of community,
    • Perform any other duties as directed by the Board of the Municipality

    Qualifications

    • Be a citizen of Kenya.
    • Holds a degree from a university recognized in Kenya or its equivalent.
    • A relevant Master’s degree will be an added advantage.
    • Has proven experience of not less than ten years in administration or management either in the public or private sector
