Responsibilities

Project Planning & Scheduling:

  • Develop a detailed project plan outlining all refurbishment tasks, timelines, and milestones.
  • Ensure that the refurbishment plan aligns with the depot’s operational needs and safety protocols.

Contract Management:

  • Oversee that the contractor complies with all contract terms, including scope, quality, timeline, and cost.

Communication with Stakeholders:

  • Act as the primary liaison between the depot’s management, the contractor, and any other relevant stakeholders.
  • Ensure that all parties are updated regularly on progress, potential issues, and milestones.

Safety Oversight:

  • Ensure that the contractor adheres to the depot’s safety policies and industry regulations during refurbishment activities.
  • Address any identified hazards or risks immediately.

Quality Assurance:

  • Monitor the quality of work being carried out by the contractor to ensure that it meets the required standards and specifications outlined in the contract.

Risk Management:

  • Identify potential risks to the project (e.g., delays, cost overruns, safety concerns) and develop mitigation strategies.
  • Proactively address issues before they escalate, including adjusting timelines, budgets, or resources if needed.

Budget & Cost Control:

Approve invoices and track expenditures to ensure they align with the contract and work progress.

Progress Monitoring & Reporting:

  • Track the project’s progress against the established schedule, making adjustments when necessary to keep the project on track.
  • Prepare regular progress reports for the depot’s management, highlighting completed work, upcoming tasks, and any issues requiring attention.

Compliance and Regulatory Oversight:

  • Ensure that all work carried out complies with local regulations, environmental standards, and industry best practices.

Problem-Solving:

  • Address issues as they arise on-site, whether they involve delays, conflicts, or technical challenges.

    Collaborate with the contractor to find solutions that minimize disruption to the depot’s operations.

Coordination with Operations Team:

  • Ensure that the tank refurbishment does not disrupt the ongoing operations of the depot, coordinating with operational staff to minimize downtime.
  • Work with the operations team to schedule work during off-peak times or in phases, if necessary.

Final Inspection and Handover:

  • Ensure that all aspects of the refurbishment are completed to the agreed standards before the final handover.
  • Conduct a final inspection and ensure any remaining issues are resolved before the contractor leaves the site.

Knowledge and Experience

  • The Site Engineer must be well-versed in the API 653 standard, which covers the inspection, repair, alteration, and reconstruction of above ground petroleum storage tanks.
  • They must ensure that all tank repair works comply with this standard to maintain safety and operational integrity.
  • The Site Engineer should be proficient in using Microsoft Project to create and manage project timelines, schedules, and resources.
  • They should also be skilled in AutoCAD for reviewing and generating technical drawings related to the site and tank repairs.
